Why do many physical violent attacks on tourists happen much more often in Thailand compared to Cambodia?

Police in the Philippines,and in Thailand experienced unarmed combat with drunk American soldiers on R&R from Vietnam.They learned to get mean and make it hurt.I was one of the soldiers who took R&R from Vietnam.I have seen drunk soldiers use knives in bar fights and understand why police officers get rough with expats in bar fights.
