I can see the point in having many people in the government. Think about it,, if you have a big new building with many, many rooms, you really need to put at least one person in each room to make the building of such a big property economically viable.

Looks normal to me - the UK has around 120 ministers in government usually if I recall, and you have to think that each country has the same challenges irrespective of population size, so why would Cambodia be any different? The cabinet of top ministers is likely much smaller, again like UK or US - you know, the morons you can actually recognise and wonder "how the hell did this guy get that job?!", but there are always sub-minions for the little stuff also.
