Is the OP genuine in his stated designs? There almost seems to be a difference in intentions, now. Seeks something traditional, wants to find a workaround.

It really depends how much she trust/into you. Dating u alone for her is a reputational risk. If someone from her friends see you two together for them it already means u are boyfriend/girlfriend just not yet ready to announce it publicly. Good trick to see her alone is to make it look like not a date (e.g ask her for Khmer language lesson in a coffee shop/help u to buy something/..)
Nothing special to chaperone threading. Just do not flirt with her and threat like a friend.
Not at all.. it show to girl how serious u are if u use every moment to be near her. Just no need to be too pushy and choose more public places/ (daytime over evenings/nights, etc) at first
Overall PhnomPenh traditional girl is not same as it used to be. If she dating foreigner (considering they see u as foreigner) her parents/family/friends do not have the same expectations as for local.
P.S If u meet girl and she does all her decisions 'by rules/traditional' do not waste ur time, nothing good comes out of it.
