I can see both sides of this problem , so for the time being I will sit on the fence. But firstly Cambodia must get more efficient in using the power that is already produced, then look at the alternatives like solar panels to make use of the surplus of sunlight we have.
Who is paying for the electricity that is used here ?

Where do the wires go? If that is provided by the city, I think it is a good thing. Lots of people here have cell phones but no homes or no electricity in their homes, so they need a place to charge their phones. Cell phones keep the economy ticking, they're a necessary part of life now. As long as this isn't getting siphoned off by nearby homes or businesses, I don't really see the problem. I would guess the energy problem has more to do with graft than open sockets around the city.

I just find it ironic that Add Jay, whose entire family was given assistance by the US government (and we give refugees way more assistance than we do our own poor) hates poor people so much. Where exactly does he think he'd be without the assistance given to him? Was he owed it but others aren't? Why was he owed it? He never answers these questions.

Short-sighted vision is par for the course for the Cambodian authorities.Cambodia's need for electricity does not mean that "this" dam is a good solution. It also does not mean that hydro-electric power should not be used at all in Cambodia, but alternatives need to be looked at. It is home to more than a thousand indigenous Khmer Daeum who would be forcibly evicted from their ancestral land to make way for the dam. In addition, many critically endangered wildlife – including the Siamese crocodile and Asian elephant – will be a step closer to extinction, and large ecologically intact old-growth forests located in the nearby Central Cardamom Protected Forest are likely to be subjected to rampant and uncontrolled logging should this dam proceed. Given the risks this project poses, two Chinese hydropower companies who were looking to build the dam – China Southern Power Grid and China Guodian Corporation – have already withdrawn from the project citing high environmental impact and low economic feasibility. China’s Sinohydro Resources is now earmarked to build the dam pending the studies they have underway, despite the costly reputational risks the project poses. With the threat that the Cheay Areng Dam poses to the future sustainability of one of Cambodia’s biodiversity and ancestral heritage hotspots, this destructive project will remain ing on the edge of consciousness until it's cancelled and companies, like Sinohydro, will likely remain under-fire for their continued involvement.

The report makes the following conclusions and recommendations:
There has been a lack of transparency in the approval process and development of the project;
Social and environmental assessments carried out by the project developer were inadequate, lacking consultation with affected people and not considering the project’s cross-border impacts;
There is an immediate need for regional government cooperation given the project’s transboundary impacts;
Given the project’s significant impacts on the Mekong River Basin’s fisheries, the dam is a major threat to the food security of a substantial number of Cambodian people;
The Lower Sesan 2 Dam should not proceed as it is currently planned as the potential human and environmental costs are unacceptably high;
There are more sustainable alternative energy options that can make a substantial contribution to Cambodia’s growing energy needs. These alternatives should be investigated as a matter of urgency.

That would be nice but I suspect that they are just waiting for things to quieten down after Alex G-D's expulsion and the surrounding media interest.

I think they're just taking this time for people to forget about him while they test how much resistance there is without his presence. I can imagine many Cambodians would be scared to make the videos he did, to be the face he was, because they know they'll face death over deportation. The government could easily backtrack next year if they've broken any real opposition.
