Another barbaric murder of a mother and child was solved today (27 June),following an investigation into a suspicious house fire by the joint forces from the CPU (Child Protection Unit),MOI (Ministry of Interior), and the local Prey Veng police officers, who formed the unit Task Force “DELTA 23” in this case .
Well done to all those involved. Great teamwork. Immense respect for the difficult work they do.

Task Force “DELTA 23” members arrest 2 People for the Aggravated Murder, Rape and Arson in Prey Veng

Prey Veng Police Command, the Ministry of Interior and CPU formed Task Force DELTA23 as a result of an investigation into a fire that occurred on the 24th of June 2023. The fire, in a private dwelling, killed the 2 occupants a 2yr old boy and his 38 year old mother.
As a result of investigations, a 46year old female and a 40 year old male have both been arrested and will be charged with the aggravated murder of a child, the murder and rape of the female and committing arson.
It is expected that the suspects will be bought before the Prey Veng court of first instance this afternoon.
A difficult investigation into a brutal, heinous and callous murders.
Excellent work carried out by Prey Veng Police Command, the MOI and CPU, congratulations to all involved in the arrests. We hope that these arrests will bring some form of closure to the families of the victims.

Cambodia News, (Prey Veng Province): After receiving strict orders from His Excellency General Santibandit Neth Savoeun, National Police Commissioner, Prey Veng Provincial Police Force investigated a brutal murder case in Svay Antor district until two suspects were arrested for "premeditated murder, rape, murder and conspiracy". A woman was raped and murdered, her 2-year-old son was also murdered, and then the house was burnt down to destroy the evidence of the crimes.


The suspects are:
1.Nuon Touch, female, 49 years old, occupation: construction worker, living in Chbar Ampov village, Prey Thnong commune, Teuk Chhou district, Kampot province.
2. Name: Mom Nheb, Male, 40 years old, living in Romeas Chhor Village, Kork Khchak Commune, Kampong Trabek District, Prey Veng Province.
The victim is Poy Yim (aka Mey Achan alias Khlot), a 35-year-old female farmer living in Prey Lveay village, Teuk Thla commune, Svay Antor district, Prey Veng province, and her son Moy Chan, 2 years old.

The victims

According to the confession of the perpetrator, Nuon Touch (aka Mao), she was jealous because she often saw her husband talking and laughing with Poy Yim, and she suspected that the two were having an affair. So one night, when her husband went to sleep, she went to the victim's hut with Mom Nheb, another worker, and ordered that he rape the victim. The woman woke up and began to scream so he covered her mouth and then suffocated her, and when the child woke up he beat him to death. The two accomplices then decided to set the house on fire, before going their separate ways; they went to bed as if nothing had happened, and pretended to wake up with the other villagers when the fire was announced.

It should be noted that immediately after the incident, the Prey Veng Provincial Police Force, led by the Commissioner, arrived at the scene to intervene, and in inspecting the scene they suspected that it was a murder case. So the provincial police chief opened an investigation and asked for help from the Technical Department of the General Commission of the National Police of Cambodia and they asked for assistance from the CPU (Child Protection Unit).

On June 25, 2023, at around 10:00am, the police force of the Technical Department and the CPU force led by Major General Tit Bonna arrived at the scene of the fire to take samples and inspect the bodies. The first suspicions of murder were confirmed when the autopsy found that the two victims had died before the fire started.


Based on this conclusion, the Prey Veng Provincial Police Commissioner and his forces continued the investigation until they identified two suspects, one named Nuon Touch and the other named Mom Nheb, who they detained and interrogated for two full days, when they confessed to everything and told the police all the details of the crime.

The two suspects are currently being held at the Prey Veng Provincial Police for the justice police to build a case to be sent to court.

They weren't arrested for jaywalking because jaywalking is legal in Cambodia.
