Appeal of Deputy Police Chief who Burnt Victim Alive for Gold Necklace
Cambodia News, (Phnom Penh): On June 9, 2023, the Phnom Penh Supreme Court heard the appeal of the former Deputy Chief of Accounting at Kampong Cham Provincial Police Headquarters, who was sentenced by a lower court to 30 years in prison in 2014, on a charge of premeditated murder.
On February 9, 2014, the police officer used petrol to set fire to a National Bank teller, while he was still alive, in order to steal his gold necklace weighing 2 ounces. He was arrested and taken into custody on February 14 in Kratie province.
Mr. Nil Nonn, Chief Judge of the Supreme Court, stated that Heng Maren, a 50-year-old male (born 1972), was the Deputy Chief of the Accounting Office at the Provincial Police Station in Kampong Cham, and his victim was Thuch Sathat, 49, a National Bank official.
In this case, Heng Maren was found guilty and sentenced by the Kampong Cham Provincial Court on November 21, 2014, to 30 years in prison, and ordered to pay 40 million riel in compensation to the victim's family for premeditated murder, according to Article 200 of the Penal Code. The defendent is now appealing to reduce the charges (to Article 199), and to half his jail sentence to 15 years.
The appeal was previously denied by the Court of Appeal, so the defendent has now petitioned the Supreme Court, and the verdict will be pronounced on 16 June 2023.

Would be interesting to know WHY he thinks his prison term should be halved. At face value, 30 years seems to be quite alright for what he did.

I believe the WHY lies in the fact that he's still on the same mindset :
- Let's do it without thinking further
- It will be fine
- zero morality
- i'm on the law side, we're all brothers and cover each others
He should get 10 more years just for being an arrogant little cunt thinking he deserves a discount despite zero angle to support such a claim.
That, or he did forward an enveloppe to the guy supposed to be in charge of the appeal, and he's hoping a pre-paid discount.

The aggravating circumstance of premeditation was removed, and sentence was reduced accordingly.
Nil Nonn, Chief Judge of the Supreme Court, stated that the convict was Heng Maren, a 50-year-old male with the rank of Brigadier General and Deputy Chief of Accounting Office at the Provincial Police, Kampong Cham. The victim was Thuch Sathat, 49, a National Bank official.
On November 21, 2014, Heng Maren was sentenced by the Kampong Cham Provincial Court to 30 years in prison and ordered to pay 40 million Riel in compensation to the victim's family for "premeditated murder", according to Article 200 of the Penal Code.
However, on appeal, the Supreme Court upheld the lower court's verdict, but changed the charge of murder under Article 200 of the Penal Code to murder under Article 199 of the Penal Code, and therefore changed the sentence from 30 years to 15 years according the statutes.
CEO News notes: As you can see here, the difference between Article 199 and Article 200 of the Criminal Code of Cambodia, is the aggravating circumstance of premeditation.
By changing the charge against the defendent from "premeditated" to "simple" murder, the sentencing bracket is automatically reduced. In this case, the maximum sentence for "simple" murder is 15 years imprisonment.

I would suppose that next year he will be quietly released as he will have served over 70% of his sentence
