I think the Property tax was only established 2018. From what I have gathered you will only have a problem when you go to sell the property, as you will have to show that you have paid the tax in full before they will transfer the title to the new owner. Look at it like this ,, the good thing is,, it's a way of knowing that no-one in the family is going to sell the property behind your back without you knowing unless they have plenty of cash put aside.

First port of call is the local Cadastral Office, if they are unable to issue you with a replacement Hard Title then you need to apply directly from the Ministry of Land Management, Urban Planning and Construction in PP (which is where the Cadastral Office would obtain it from also).
