Yes, and Naga pay taxes to the state on all the money that your wife loses with them.
That said, the tintong online pyramid scams steal thousands from the locals with no consequences, while the mom and pop card games get raided. The line drawn between legal and illegal gambling is infrarouge and invisible to the naked eye, but appears to depend on social class to a large extent. :unknown:

12 Card Players Lose their Motos in Police Raid

Cambodia News (Kratie Province): The local villagers received a big surprise at 3:30 pm on July 4, 2023, in Katdai village, Snoul commune/district, Kratie province, when the military police arrived without warning, and the local men abruptly fled the scene on foot.

At the crime scene, the dozen or so gamblers, who were illegally playing cards when the local cavalry broke up the party, left behind 12 motorbikes.

The gendarmes took away the 12 motorbikes to be held as evidence for further investigation.

Cambodia News, Phnom Penh: Chroy Changvar district police say that on the night of August 29, 2023, special forces launched an operation to arrest 22 gangsters who were involved in anarchic drinking, illegal gambling (playing cards) and quarreling at the riverside park in front of Sokha Phnom Penh Hotel, Group 9, Tonle Sap Street, Village 1, Sangkat Chroy Changva, Khan Chroy Changva, Phnom Penh.
Police rounded up the noisy troublemakers and took them down to the station.
[Obviously, they were disturbing guests at the swanky Sokha Hotel.]
