China and Taiwan offered us huge bribes, say Solomon Islands MPs

Solomon Islands politicians allege both China and Taiwan offered bribes of hundreds of thousands of dollars to gain their support during a diplomatic row that rocked the country earlier this year.

In September the prime minister of the Solomon Islands, Manasseh Sogavare, formally severed ties with Taipei and established relations with Beijing, ending the country’s 36-year relationship with Taiwan.

The decision had reverberations around the world, incensing US senators, outraging the Taiwanese, influencing Kiribati to also abandon Taiwan less than two weeks later, and causing headaches for Australia at a time when Beijing’s influence in the Pacific appears to be expanding. Now, just 15 countries recognise Taiwan.

As part of an investigation of the inside story behind the diplomatic switch, the Guardian can reveal that MPs allege they were approached by representatives from the Chinese and Taiwanese governments and offered hundreds of thousands of dollars in exchange for their support.

The deputy leader of the opposition, Peter Kenilorea Jr, told the Guardian that it was “an open secret that money is always involved in these things”, referring to MPs abandoning long-held pro-Taiwan positions to support Beijing.

Kenilorea, who opposed the switch and labelled it a “slap in the face of the parliamentary process”, said he heard from MPs that were involved in the decision that they had been offered between SBD$2m-$5m ($246,000-$615,000) to support Beijing.

Daniel Sudaini, the premier of Malaita, Solomon Islands’ largest province, alleges he was offered a bribe in exchange for softening his strong anti-Beijing position.

“Before the switch was made… there is a group of people or maybe someone who called me on the phone to give me an offer so I can support the switch. But I decided not to because if I accept the offer I’m not representing the people.

“They were offering an amount of money, telling me on the phone if you join us there’s a package here.”

Sudaini, who said he rejected the offer, previously told the Solomon Star the bribe he was offered was SBD$1m ($123,000).

BEIJING, Jan. 6 (Xinhua) -- Chinese President Xi Jinping said on Monday that Kiribati's President Taneti Mamau and his country stand on the right side of history by resuming diplomatic ties with China.

Xi made the remarks when holding talks with Mamau at the Great Hall of the People in Beijing.

China and Kiribati resumed diplomatic relations in September 2019 on the basis of the one-China policy, opening a new chapter for bilateral ties, said Xi.

"Mr. President and the Kiribati government stand on the right side of history," Xi told Mamau, adding that the resumption "fully embodies their strategic vision and political courage."

"China speaks highly of the decision," said Xi.

Since the resumption of diplomatic ties, China and Kiribati have conducted numerous exchanges in different areas and at different levels with fruitful results, he said.

Facts proved that it is in the interests of both peoples to restore diplomatic ties, and the bilateral ties enjoy broad prospects, said Xi.

Calling Mamau's visit to China "an important landmark in China-Kiribati ties," Xi said China stands ready to work with the Pacific island country to promote bilateral ties to a new level.

China’s foreign minister to visit Solomon Islands amid push for more deals with Pacific countries
China’s foreign minister Wang Yi will visit the Solomon Islands this week to cement a security agreement that has taken Australia and the US by surprise

China’s foreign minister will visit Solomon Islands this week, one month after signing a security agreement with the Pacific country, on a broader tour where China is seeking more deals in the region.

Wang Yi would visit Honiara with a “nearly 20-member delegation”, the Solomons’ government confirmed on Tuesday, calling the trip a “milestone”.

“The highlight of the visit is the signing of a number of key bilateral agreements with the national government,” said Li Ming, China’s ambassador to Solomon Islands.

Among agreements expected to be signed is the controversial security agreement between the countries that made headlines in March after a draft was leaked. News of the deal led to fears China could establish a military base in the islands, though this has been denied by both parties.

The Solomon Islands’ prime minister, Manasseh Sogavare, said the Chinese foreign minister’s one-day visit would be a “milestone” in the two countries’ relationship.

Sogavare said he looked forward to a “productive engagement” with Beijing, “an important development partner at a very critical time in our history”.

After Honiara, Wang will go on to Fiji, followed by Papua New Guinea next week, with suggestions the tour could also visit Vanuatu, Samoa, Tonga and Kiribati, though this part of the itinerary has not been confirmed.

News of the Chinese tour emerged ahead of a meeting on Tuesday of the US, Japanese, Australian and Indian leaders at the Quad summit in Tokyo, with the aim of countering China’s growing economic and military clout in the region.

It comes amid an “uptick of tempo” in China’s engagement in the Pacific, according to security experts.

Samoa signs China bilateral agreement during Pacific push by Beijing
Scant details released apart from promises of infrastructure support, amid western concerns that China is seeking to expand its security presence in region

Samoa signed a bilateral agreement with China on Saturday, promising “greater collaboration”, as Beijing’s foreign minister continues a tour of the Pacific that has sparked concern among western allies.

The deal’s details are unclear, and come midway through a Chinese delegation’s eight-nation trip – but an earlier leaked draft agreement sent to several Pacific countries outlined plans to expand security and economic engagement.

The mission has prompted western leaders to urge regional counterparts to spurn any Chinese attempt to extend its security reach across the region.

The Samoan government confirmed in a press release on Saturday that the Chinese foreign minister, Wang Yi, and the Samoan prime minister, Fiame Naomi Mata’afa, had met and discussed “climate change, the pandemic and peace and security”.

Local media were invited to witness the signing of a deal, but no questions were taken. Previously, journalists seeking to cover the Solomon Islands leg of Wang’s tour for international outlets said they were blocked from attending press events, while those journalists allowed access were extremely limited in their ability to ask questions.

The Samoan release said China would continue to provide infrastructural development support to various Samoan sectors and there would be a new framework for future projects “to be determined and mutually agreed”.

“Samoa and the People’s Republic of China will continue to pursue greater collaboration that will deliver on joint interests and commitments,” the release said.

While not addressing the Samoa-China agreement specifically, the newly elected Australian prime minister, Anthony Albanese, said on Saturday the previous federal government had “dropped the ball” in its dealings with Pacific nations.

“The truth is, the former government had a submission from [the department of] foreign affairs and trade, backed by the former foreign minister at the time Marise Payne, for increased aid in the Pacific, and they ignored,” he said.

“We’ll be proactive in the region and we want to engage. Australia has been the partner of choice for a long period of time in the Pacific and we continue to do that.”

The Chinese delegation has already visited Solomon Islands and Kiribati this week. The delegation arrived in Samoa on Friday night and was to depart for Fiji on Saturday afternoon, with other stops expected to be Tonga, Vanuatu, Papua New Guinea and East Timor.

New Zealand says Pacific islands can make own decisions on China ties

SINGAPORE, June 11 (Reuters) - New Zealand Minister of Defence Peeni Henare said on Saturday that Pacific island nations have the freedom to make their own decisions about cooperation with China, as Beijing seeks closer military ties with the strategically important region.

China signed a security pact with the Solomon Islands in April, alarming the United States, Australia and New Zealand, who fear a stepped-up military presence by Beijing.

Beijing has said that it is not establishing a military base in the Solomon Islands and that its goal is to strengthen security cooperation with Pacific island nations.

Henare told Reuters that New Zealand believed in the sovereignty of those nations, and that it was not in anyone's interests to try to coerce a certain outcome.

"Our job is to support them, to make sure they make strong decisions for themselves," Henare told Reuters on the sidelines of the Shangri-La Dialogue, Asia's top defence meeting.
"We will continue to maintain that policy. ... We can't be paternalistic."

Regular direct flight route links China, Samoa

HAIKOU, May 28 (Xinhua) -- An air route linking south China's coastal city of Haikou and Apia, capital of Samoa, was launched on Sunday, marking the start of a regular direct flight between the two countries.

The flight, operated by Hainan Airlines, will depart Haikou every Saturday with the flight number HU435, flying back the next day with the flight number HU436.

The opening of the air route will expand the air transport network between Hainan, which administers Haikou, and the South Pacific region, where Samoa is located.

Why would the Solomon Islands signs security pact with China? Unless it fears invasion by New Zealand or Australia. And why would it fear invasion so much?
