When is a Police Officer Not a Police Officer ?
Cambodia News On 27 May 2023, a Facebook post was circulating, showing a traffic police officer was caught in incomplete uniform, at the Veng Sreng traffic light at the corner of Toul Pon. He was filmed by a driver who noted that the "officer" had no grade on his uniform, was wearing sunglasses and a helmet, and he pulled on a facemask when he saw that he was being filmed.
The "officer" appeared to be randomly stopping vehicles and asking them for money.
It should be noted that according to the definition of the Sub-Decree on Management of the Presence Of Civil Servants And Contracted Officials", dated 1 April 2016, contracted officers are officers who are not working directly under the State but are selected as necessary to serve the public based on the actual work of ministries and other institutions. Contracted officers receive a monthly salary of KHR 600,000 to KHR 650,000.
According to the people, the contract officials are very impolite and have very rude gestures. They say that contracted officers have been seen stopping people and fining them, even though it is unclear if they have a mandate to take money from the public, and all fines should be registered. Even then, he should not be afraid of the camera and hide his face!
In this case, a spokesman for the Phnom Penh Municipal Police said that the person at the scene was a contract officer named Chuk Rainsy who wore a light shirt with a badge, contrary to the statute of contracted officers. The National Police Force was summoned by the Land Traffic Office to come and take the man to be educated. The spokesman said that after admitting his guilt, the contractor was instructed to promise to use uniforms properly, and to respect professionalism and ethics by using appropriate gestures and words with the public.
