But why do they suddenly require a "deposit" (for what?) which is roughly 2 years' worth of water supply? I have over 5 years of old bills in a folder, all paid upon receipt of the bill. What risk are they trying avoid?

It just makes no sense, especially given that the deposit request for my humble abode is half that for an entire bar, restaurant and 4-room guesthouse.

Their recent efforts at propping up the existing infrastructure in the face of water shortages or threats of water shortages? Maybe the coffers are running a bit low, affecting the quality of the office tea? It might well be that a responsible adult has addressed internal accounting and realised they’ve been deficient. Didn’t you say that there were planned developments of the land? Maybe their surveys for that have highlighted something?

Given the way that the water system is managed, and quite often abused by building owners with multiple modifications and additions which were probably well outside the scope of the original installation, there’s probably a massive gap in income versus supply.
Annoying as it is, would it not be worth just going to the PPWSA office and asking directly. If it’s a scam, they might just take the money themselves and enjoy some nice tea. If it’s genuine, obviously you could refer it back to the owner of the building, as it’s his headache.

If they want a quick $20 from everyone to pay for their new plant, I would cough-up willingly. My water pressure has never been better.

But this letter and the amount required and dressed up as a deposit sounds like bullshit to me.

The expiry date is the same day I am leaving, so I might toss this to the landlord as a leaving present.

Well you can say what you want to about PPWSA, but my experience with them today gives them full marks.
Yesterday we phoned them to come and replace the on / off valve by the water meter, as when we turn it off to do any repairs like changing a tap,, we still have a steady supply of water flowing through.
They arrived on schedule at 9 am ,, 2 workers and a supervisor , completed the job in half an hour, they knew exactly what to do and charged $15 .
I gave them $25, and everyone was happy.


Request failed with: "Imgur is temporarily over capacity. Please try again later."

Mystery Solved

The deposit is for the water meter, not the water supply. I don't know why they have decided to ask for this money now, but it might be because some of the meters are old and are needing replacement, and given the tiny cost of the water for the average apartment, the cost of meter replacement would wipe out 2 years of billings.

This is what the "15mm Watch" means. "Watch" means meter.

Just my meter. The guy who owns the ground floor unit has received one for both his buildings. He is the one who explained the "watch" reference refers to the meter. $18 for a new water meter sounds about right.

I suspect many people never bothered paying the deposit when they first installed them, plus my flat (and yours) are add-ons that may have been built after 1996 so were never asked for a deposit.

But they seem to be catching up now, because these meters must be failing over time and even an $18 cost for a new meter will wipe out years of profits for the water supply.

That's my theory anyway...

Yes, watch can be read as meter.
