Two Hoods with a Thai Pistol Rob a Sleeping Woman
Cambodia News, (Banteay Meanchey): According to the National Police General Commission, at 12 noon on April 9, 2023, two suspects on a motorcycle stole a bag from a woman who was sleeping under her house, in O Chuob village, Rohat Teuk district, Banteay Meanchey Province.
Colonel Sin Narak, police chief of Mongkul Borei district, said that the two suspects from O'Ke village, Malai district, were riding a black 2016 Honda Dream motorcycle from Malai district to Mongkul Borei district, with a handgun they had bought from Thailand .
Arriving at O Chuob village, the two men saw Im Kim Veasna, a 51-year-old female, sleeping under the house alone, with her purse next to her. But the house owner woke up sharply when her bag was stolen; she began to scream loudly for help, and the villagers and local officers all came running and chased after the thieves.
One of the thieves, Kheng Vichet, was caught by the villagers and the guards, and he pulled out the handgun to threaten his pursuers, but he was captured while the other thief escaped on the motorbike with the bag. This accomplice is currently being sought by the authorities, while Kheng Vichet and an unregistered pistol with five bullets have been sent to the Banteay Meanchey Provincial Police for further investigation.

Well that official wasn't issued with any gun, he had it illegally.

Not necessarily. The government issues only about 2,000 private handgun licenses every year. (Military and police are not included in this low number of licenses, and they don't require papers, but most soldiers wouldn't have a personal weapon unless a general, etc)...
Anyway, the few handgun licenses that are issued go mostly to special security guys and "civil servants"... that is the official definition from the gov't of those who are permitted gun licenses legally. The above guy might fall into the category of eligible civil servants if he was high up enough... I don't know...

The police arrested the accused around 2am on the same night at his house in Chraing Chamres II commune.
The police also seized a pistol along with 13 unused bullets and the car from him after the arrest.
Vanndeth was charged with keeping the pistol without any licence or proper document

The man who was arrested with the pistol, fired off one shot at the police, but no one was hurt and he was taken into custody. Police recovered the stolen bag which contained a mobile phone, 8,000 baht and 200,000 Khmer Riel, a pair of gold earrings, a necklace, a pearl necklace, $ 600.
