Now that Covid travel restrictions have been lifted, the world's navies have resumed their rounds of courtesy calls. There seem to have been a flurry of naval visits to Cambodia from various countries so far this year, so this thread will be keeping track of which countries are sending military vessels to pay calls. (Feel free to post any additions to the list.)

Currently, a Japanese Maritime Self Defence Force vessel, the KIRISAME, is the latest vessel paying a "goodwill visit" to Sihanoukville.
A JMSDF Vessel Pays Three-day Visit in Cambodia

A Japan Maritime Self Defence Force (JMSDF) KIRISAME has been on a three-day visit in Cambodia since Mar. 28.

After the docking at Sihanoukville Autonomous Port (PAS) in Preah Sihanouk province, Commander Maki Takayuki had a courtesy call on H.E. Kuoch Chamroeun, Governor of Preah Sihanouk province.

In the meeting, Mr. Maki Takayuki told the provincial governor of his visit, saying that this is the first port call which has taken during a cruising training activity for junior officers who recently graduated from the Maritime Officer Candidate School.

H.E. Kuoch Chamroeun extended warm welcome to the visit, and expressed his gratitude to the Government and people of Japan for their support for Cambodia, especially Preah Sihanouk coastal province.

He raised Japan-funded deep seaport development project as well as the public lighting in Sihanouk-ville by a Japanese firm (Minebea Cambodia) and so on.

According to the Embassy of Japan in Cambodia, during the three-day port call, the JMSDF and the Royal Cambodian Navy will conduct a number of goodwill exercises to deepen their trust and friendship.

Cambodia reveals air defense plans near China-funded naval base


PHNOM PENH -- The Cambodian government disclosed plans last week to develop an air defense center and expand a radar system at Ream National Park near its naval base in Sihanoukville province.

For several years, the U.S. government has warned that the Ream naval base is secretly being developed to become China's second overseas military base and first in the Indo-Pacific region. While the new plans may simply indicate Cambodia's desire to bolster its weak military infrastructure, experts say the developments would also enhance surveillance-gathering capabilities and strengthen Ream's strategic value for China.

The government's disclosure revealed that Prime Minister HE allocated 157 hectares to the Ministry of National Defense on Sept. 15, 2022 to develop an "air defense command and general headquarters." An additional 30 hectares were granted for a "naval radar system."

But despite the Pentagon's concerns, Ream naval base suffers from serious limitations to its military viability, as shallow waters prevent large military vessels from docking. The site also lacks defense against air strikes.

"It's not the world's most desirable place for a naval base," said Peter Layton, visiting fellow at the Griffith Asia Institute in Australia. "It doesn't seem from a warfighting viewpoint that anyone would be too concerned."

Yet two of Ream's significant military weaknesses are being addressed. Dredgers have been active there since 2021 and recent satellite images have revealed what some analysts claim is the construction of a permanent pier. Cambodian Defense Minister Tea Banh has acknowledged China is funding expansion at Ream naval base but has said China would not be the only country given access to the facility.

"An air defense system is vital for important fixed military installations and bases, and Cambodia's actions to establish an air defense base is a prudent move," Thayer said.

"Cambodia's air capabilities only have limited utility for Cambodia, given that it doesn't really face external threats," said Hunter Marston, an adjunct research fellow at La Trobe University. "What seems to be possible is the stationing and rotation of Chinese surveillance aircraft out of Cambodia."

The Pentagon previously speculated that the still-under-construction Dara Sakor International Airport, part of major but lagging tourism development near Ream, could be used as a Chinese Air Force base. The U.S. issued sanctions against the airport's developer.

Cambodian authorities denied that the new plans in or around Ream naval base represent anything more than a sovereign nation improving its military capacities. The Cambodian constitution bars the country from hosting foreign bases.

JAPANESE VISIT
Cambodia News, (Sihanouk Province): The Cambodian Royal Navy has announced the coming visit of two Japanese self-defense ships to the Autonomous Port of Sihanoukville. The crews from the two ships will be in Sihanoukville for 3 days, from 24 April -26 April 2023.

Two Indian Naval Ships Dock at Sihanoukville Autonomous Port for Four-day Visit
AKP Phnom Penh, May 12, 2023 --
INS Delhi, India's first indigenously-built destroyer, and INS Satpura, an indigenously-built guided missile stealth frigate, with a total of 845 crewmembers on board yesterday docked at Sihanoukville Autonomous Port in Preah Sihanouk province for a four-day goodwill visit in Cambodia.

The Indian naval ships were welcomed upon arrival by Admiral In Sokhemra, Deputy Chief of Staff, Ream Naval Base.

INS Delhi is 163.20 metres long, 17.40 metres wide, and 6.60 metres deep while INS Satpura is 143 metres long, 16.90 metres wide and 6.90 metres deep.

On the same day, the Indian naval delegation led by Rear Admiral Gurcharan Singh, NM, Flag Officer Commanding, Eastern Fleet, paid a courtesy call on H.E. Kuoch Chamroeun, Governor of Preah Sihanouk province.

H.E. Government informed his guests of the province’s potential and wished the delegation’s visit in Cambodia a success.

According to Rear Admiral Gurcharan Singh, the visit provides an opportunity for the two naval officers to participate in professional, social and sports interactions, building trust and strengthening the ongoing cooperation between the two navies as well as between the two countries.

A Patrol Boat of Vietnam People’s Navy Docks at Sihanoukville Autonomous Port
AKP Phnom Penh, September 26, 2023 --
The patrol boat #263 of Vietnam People’s Navy has been on a four-day visit in Cambodia to strengthen the ties of friendship, solidarity and cooperation between both countries’ navies.

The boat docked at Sihanoukville Autonomous Port this morning and was warmly welcomed by Commodore In Sokhemara, Deputy Chief of Staff at the Ream Naval Base, and Vietnamese consul general in Preah Sihanouk province.

The 49.53-metre-long, 9.2-metre-wide and 2.3-metre-deep patrol boat has 45 crew members on board.

During the visit, the delegation of Vietnam People’s Navy is scheduled to pay a courtesy call on the commander of Ream Naval Base and have friendly sport competitions with their Cambodian counterpart.
