Over 14 Tonnes of Illicit Drug Confiscated in 2022

Cambodia national police has confiscated over 14 tonnes of illicit drug in 2022.

The update was shared by H.E. Ke Kim Yan, Deputy Prime Minister and President of the National Authority for Combating Drugs (NACD) in a meeting to review the results of drug control in Phnom Penh on Mar. 22.

In 2022, competent authorities cracked down on 6,390 cases of illicit drug crimes, arresting 15,002 suspects, he added.

Despite the achievement, illegal drug use and trafficking in the region and the world remain high –a trend that could potentially affect Cambodia.

The deputy prime minister continued that the Royal Government of Cambodia is committed and working hard in preventing and cracking down on all offenses and drug-related crimes.

More than 1,800 drug crimes nationwide in the first 3 months
In the first three months of 2023, the specialized forces to crack down on drug offenses (both police and military) cracked down on 1,868 drug-related cases, arresting 4,485 suspects and confiscated more than 240 kilograms of drugs across the country.

The report of the Third Commission of the Anti-Illicit Drug Campaign, obtained on April 1, 2023, states that from January 1 to March 31, 2023, law enforcement forces cracked down a total of 1,868 cases, including 584 cases of [drug] trafficking.

Actually there are 38'000 prisoners in Cambodia. With thousands more each year. The actual capacity is 11'000. Space will get very tight in those prisons.

Cambodia News(Phnom Penh): His Excellency General Meas Virith stated on 6 July 2023 at the 44th ASEAN Senior Officials' Plenary Meeting on Drugs via video conference hosted by Myanmar that Cambodia continues to be affected by the growing production, trafficking, and use of illegal drugs in the region and throughout the world.

During the first six months of 2023, Cambodia took action against 3,143 cases of drug-related incidents, seized 838 kilograms of drugs, and arrested 7,480 suspected offenders. The Secretary General of the National Authority for Combating Drugs emphasized that the rapidly evolving and complex drug situation in the world is affecting all countries.

In response to these threats, Cambodia has launched an anti-drug campaign with a specific focus on eight key areas, including preventive education, treatment and rehabilitation, law enforcement, cross-border drug and chemical trafficking prevention, dialogue and information sharing, and the ASEAN Senior Officials' Plenary Meeting on Drugs.

Some significant outcomes of this campaign include the seizing of 15 tons of drugs and 504 tons of manufacturing chemicals, three and five times more respectively than in 2021, respectively. In addition, 15,002 suspects have been arrested on drug charges.

Cambodia continues to battle drug-related threats in the region and the world and will continue to work collaboratively with international organizations. The anti-drug campaign has made significant progress and is an essential framework for addressing drug challenges.

Cambodia Ready to Collaborate with Other Nations to Address Synthetic Drug Threats and Promote International Cooperation

H.E. Ouch Borith, Minister-Delegate Attached to the Prime Minister and Standing Secretary of State for Foreign Affairs and International Cooperation of the Kingdom of Cambodia, participated in a “Virtual Ministerial Meeting to Address Synthetic Drug Threats”, chaired by H.E. Antony J. Blinken, Secretary of State of the United States of America, on July 7, 2023.

This meeting was attended by Foreign Ministers/Ministers from more than 50 countries and heads of international organisations, according to a press release from Ministry of Foreign Affairs and International Cooperation.

During the session, the Ministers expressed their grave concern over public health and social harms associated with the non-medical consumption of synthetic drugs. They reaffirmed their determination to address these challenges and jointly identify priority lines of efforts. The Ministers were also committed to developing forward-looking solutions, advancing national and international initiatives, and ensuring that all aspects of demand and supply reduction as well as international cooperation should align with the purposes and principles of the Charter of the United Nations, international law, and the Universal Declaration of Human Rights.

In his address, H.E. Ouch Borith emphasised the importance of taking concrete actions and developing innovative solutions to combat the illicit manufacture and trafficking of synthetic drugs while mitigating their detrimental impact on public health. He highlighted Cambodia’s efforts and measures in addressing drug issues, including the implementation of numerous laws, policies and action plans.

Cambodia sets fire to over two tonnes of illegal drugs
Cambodia has cracked down on more than 3,100 drug cases in the first half of this year, confiscating close to 840 kg of drugs and detaining nearly 7,500 suspects nationwide.

PHNOM PENH – In Preah Sihanouk province on July 8, authorities incinerated over two tonnes of illegal drugs seized from traffickers. These substances were accumulated from Preah Sihanouk, Kampot, and Kampong Speu provinces.

The event was led by Keng Somarith, secretary of state at the Ministry of Justice, Meas Vyrith, secretary general of the National Authority for Combating Drugs (NACD), and Kuoch Chamroen, Preah Sihanouk provincial governor, amongst an assembly of other officials in attendance.

Sieng Sok, the prosecutor for Preah Sihanouk provincial court, relayed at the event that the drugs stemmed from 71 cases in Preah Sihanouk province amounting to over two tonnes, 216 cases in Kampong Speu province with 92 kilograms, and 107 cases in Kampot involving just one kilogram.

More than 100 Kilos of Seized Drugs Destroyed during a Ceremony in Siem Reap

SIEM REAP — The Siem Reap Provincial Administration on Aug. 18 held a ceremony during which were destroyed 128 kilograms of drugs that had been confiscated in Kampong Thom, Preah Vihear and Siem Reap provinces.

As Siem Reap was marking the International Day Against Drug Abuse, drugs, materials and related items confiscated in the three provinces were gathered and burned. The theme of the event was to "prioritize the people, stop discrimination, and stop stigmatizing drug-addicted users."

Siem Reap Provincial Anti-Drug Police Chief Oum Sa Ath said that the drug problem is a global problem and a transnational crime that lead to great catastrophe for people, families and society as a whole. He also explained that, even though Siem Reap province is not a hub for drug production, drug use both inside and outside the country has had an impact on the province's security, safety, and social order.

In the first six months of 2023, the Siem Reap Provincial Commissioner cracked down on a total of 192 drug cases, arrested 1,157 suspects—among them 71 women—and confiscated 1,313.88 grams of drugs.

Meas Chan Piseth, prosecutor of the Siem Reap Provincial Court, said that young people and the general public should stay away from drugs because drugs destroy themselves, their families, and society.

General Secretary of the National Authority for Combating Drugs Meas Virith said that, contrary to what some people claimed after the event, it is not flour that had been burned during the event but drugs and narcotics. He added that the authorities would sentence to life anyone who had stolen and replaced them with flour.

Cambodia’s drugs crackdown intensifies with 12,356 drug suspects nabbed, over 2.6 tonnes of narcotics seized in first 8 months

Cambodian authorities had arrested 12,356 drug-related suspects, including 254 foreigners, during the first eight months of 2023, the country’s Anti-Drug Department said in a report on Friday.

Some 49 percent of the suspects were drug users, and the rest were drug traffickers, manufacturers and transporters, the report said.

“A total of 2.62 tonnes of illicit drugs, 43.5 kg of dry marijuana, and 23,816 marijuana plants were seized in the suspects’ possession during the January-August period of 2023,” the report said.

The authorities had also impounded 30 homemade rifles, 25 pistols, 105 cars, 1,142 motorbikes, 3,518 telephones and 257 scales, as well as some cash and properties, the report said.

Most of the seized drugs were ketamine, heroin, ecstasy, cocaine, crystal methamphetamine, methamphetamine pills, and cathinone.

‘Police must not use or deal drugs’

Deputy Prime Minister and Minister of Interior Sar Sokha has announced that any members of the armed forces involved in drug use or dealing “should not be retained as members of the armed forces”.

His made the comments as he addressed a recent swearing-in ceremony for new secretary-generals, director-generals and the head of the Police Academy of Cambodia.

“Keeping them in the armed forces doesn’t help. We don’t know how long one member might have been using drugs, and because of that, tens of thousands could suffer,” he said.

“We’ll be talking more about this with Prum Sokha – head of the National Authority for Combating Drugs – in the coming days. We need to examine ways to strengthen our drug control measures,” he added.

Sokha stressed the need to address illegitimate intervention in drug-related matters, acknowledging that such interference had occurred in the past.

On August 31, Meas Vyrith, secretary-general of the National Authority for Combating Drugs (NACD), said that following the election, the authority celebrated the International Day Against Drug Abuse and Illicit Trafficking in Preah Sihanouk, Battambang, Siem Reap and Kampong Chhnang provinces. During the event, over six tonnes of seized drugs were burned.

“I haven’t received all the reports yet, but drugs were burned in multiple provinces. I have yet to collate the figures, but I personally attended some of the drug-burning ceremonies, while deputy secretary-generals attended others in the capital and provinces,” he added.

Cambodia arrests 14,722 drug suspects in 9 months

Cambodian authorities had arrested 14,722 drug-related suspects, including 331 foreigners, during the first nine months of 2023, the country’s Anti-Drug Department said in a report on Sunday.

Some 51 percent of the suspects were drug traffickers, manufacturers and transporters, while the rest were drug users, the report said.

“A total of 2.68 tonnes of illicit drugs and some 911 kilograms of ingredients were seized in the suspects’ possession during the January-September period of 2023,” the report said.

Most of the seized drugs were ketamine, heroin, ecstasy, cocaine, crystal methamphetamine, methamphetamine pills, and cotinine.

Compared to the same period last year, Cambodia saw a spike in drug arrests, but a decline in drug seizures, the report said, adding that the kingdom arrested 11,431 drug suspects, confiscating 6.25 tonnes of narcotics during the first nine months of 2022.
