Royal Group, Keppel Energy Enter Agreement on Renewable Energy Development
AKP Phnom Penh, November 11, 2022 --

Royal Group Power Company Ltd (RGP), a subsidiary Royal Group in Cambodia and Singapore’s Keppel Infrastructure Holdings Pte Ltd (KI) through its wholly owned subsidiary, Keppel Energy Pte Ltd (KE) have signed on joint development of renewable energy generation opportunities and cross-border transmission from Cambodia to Singapore.

The signing ceremony was held here this afternoon by representatives of the two companies under the witness of H.E Aun Pornmoniroth, Deputy Prime Minister, Minister of Economy and Finance of Cambodia, and visiting H.E Vivian Balakrishnan, Minister for Foreign Affairs of Singapore.

The agreement is to explore the joint development and operations of selected renewable energy projects in Cambodia, which will collectively have an installed capacity of about 2,500MW, for the purpose of exporting up to 1,000MW to Singapore via submarine high-voltage transmission where KE would be the off-taker.

Neak Okhna Kith Meng, the Chairman of RGP, said that the exclusive agreement with Keppel to develop and export up to 1,000 MW of power from Cambodia to the Singapore, along with developing the power transmission infrastructure to handle power export from Laos, represents ground-breaking cooperation between the two countries and two companies.

“Our business-to-business cooperation will contribute greatly to the implementation of the broader ASEAN Power Grid by increasing Electricity Connectivity within ASEAN,” he said.

The agreement is part of KI’s strategy to source for reliable and sustainable energy resources in support of cross-border power trade in ASEAN, including the potential of importing green power into Singapore, said Ms. Cindy Lim, CEO of KI.

Keppel Infrastructure Holdings Pte Ltd (KI), through its wholly-owned subsidiary, Keppel Energy Pte Ltd (KE), has signed exclusive and binding agreements to explore renewable energy opportunities and cross-border interconnections with the Kingdom of Cambodia (Cambodia) and Laos People’s Democratic Republic (Laos) with Royal Group Power Company Ltd (RGP) and PSG Corporation Public Company Limited (PSGC) respectively.

The agreements are part of KI’s strategy to source reliable and sustainable energy resources in support of cross-border power trade in ASEAN, including the potential of importing green power into Singapore. In addition, the two agreements will support the development of regional power grids as one of the “Four Switches” that Singapore will tap into in its transition to a more sustainable and resilient energy future.

The signing of the two agreements follows the successful commencement of the Laos-Thailand-Malaysia-Singapore Power Integration Project, which saw Keppel importing up to 100 MW of renewable hydropower from Laos in June 2022. Keppel is also the first entity to be issued an electricity importer license by the Energy Market Authority of Singapore, after signing the exclusive framework agreement with Electricite Du Laos in September 2021.

These two agreements also follow an exclusive collaboration MOU KI inked, in January 2022, with Impact Electrons Siam Co., Ltd. (IES) and Envision Group to work on the development and supply of low-carbon electricity from wind energy projects in Laos, as well as storage and intermittency management solutions. Under the terms of this collaboration, all three parties will leverage IES’s exclusive development rights issued by the Government of Laos to increase the capacity of the current 600MW Monsoon Wind Power Project, which IES is developing in the Sekong and Attapeu provinces in Laos, by an additional 1,000MW to support the pursuit of opportunities in ASEAN grid interconnectivity and potential importation of the low-carbon electricity into Singapore.

Ms. Cindy Lim, CEO of KI, said, “The agreements are an important step to accelerate the development of renewable energy resources so as to seize opportunities arising from the ASEAN Power Grid’s vision of multilateral electricity trading beyond international borders, including the potential importation of low-carbon electricity into Singapore. Through this, not only can ASEAN transit towards a greener energy mix more rapidly, but it will also bolster the energy resilience of Singapore and the region. Keppel Infrastructure is pleased to grow its partnership with Cambodia and Laos and looks forward to working closely with Royal Group Power and PSG Corporation to provide scalable sustainable energy solutions and related infrastructure, to cater to the region’s growing demand.

KI, through KE, has signed a binding and exclusive Collaboration Agreement with RGP to explore the development and operations of selected renewable energy projects in Cambodia, which will collectively have an installed capacity of about 2,500MW, for the purpose of exporting up to 1,000MW to Singapore via submarine high-voltage transmission. In addition, the collaboration agreement will also explore the joint development of an onshore transmission line from the Laos-Cambodia border through Cambodia for the exportation of low-carbon electricity to Singapore, where KE would be the off-taker.

Cambodian Company Signs Agreement on Renewable Energy Export to Singapore

Cambodia's Royal Group Power Company Ltd. (RGP) and Singapore's Keppel Energy Pte Ltd. (KE) have reached an energy purchase agreement on exporting renewable energy to Singapore via submarine high-voltage transmission.

The agreement was signed on Mar. 15 in Singapore by Kith Meng, Chairman of the Royal Group, RGP’s parent company and Cindy Lim, chief executive officer of Keppel Infrastructure (KI), the parent company of KE under the witness of H.E. Suy Sem, Minister of Mines and Energy, H.E. Keo Ratanak, Director General of the Electricité du Cambodge (EDC), H.E. Yem Piseth, Director-General of Electricity Authority of Cambodia, and H.E. Tan See Leng, Second Minister for Trade and Industry of Singapore.

Under the agreement, one gigawatt (GW) of renewable energy will be exported from Cambodia to Singapore, read a press release.

The proposal will see the imported electricity harnessing solar energy, hydropower, and potentially wind power, supported by battery energy storage systems or pumped storage hydropower.

Singapore moves ahead with plan to import clean energy

Singapore took further steps toward its goal of sourcing renewable power abroad by inking agreements with Indonesia and Cambodia.

Indonesia and Singapore agreed to jointly develop renewables that could help supply the city-state. The countries signed a memorandum of understanding to create a framework for commercial cooperation on renewables, transmission infrastructure and cross-border electricity trading, Singapore’s Ministry of Foreign Affairs said in a statement on Thursday.

The move signals that Indonesia will endorse exporting clean power, after the nation’s officials last year debated whether to ban or restrict deliveries to keep more supply at home. Singapore, which currently generates 95% of its electricity using natural gas, seeks to import around 30% of its needs by 2035 as it decarbonizes its economy.

To help meet that goal, Keppel Infrastructure Holdings said it obtained conditional regulatory approval from Singapore’s Energy Market Authority to import 1 gigawatt of renewable capacity from Cambodia.

The project will include a new subsea cable of more than 1,000 kilometers (620 miles) connecting Cambodia with Singapore, the EMA said in an emailed statement. That’s further than major current interconnectors such as the UK-Norway North Sea Link.
