If you can handle people working remotely for you fiverr is king.

Make sure you have a detailed set of requirements though.

what kind of IT developer. there are plenty in Phnom Penh & Siem Reap. but it depends on what you're looking for. websites/apps etc

If you are hiring, put on linked in and or bongthom. If looking for freelance, as mentioned fiverr & upwork are ok, can get some time wasters on there and have to sift through a lot to get someone good

Permanent. React, Javascript, etc.

I was looking at www.topjobcambodia.com, but some of their recent jobs have deadline in 2020. So not sure there is much traffic.

linkedin, bongthom, facebook groups. Depends what exactly u need but is super hard to find senior level developer here
