second question;
if your broke & deported, who pays? would your embassy step in?
There does not appear to be a clear policy regarding the above questions, one that is publicly available at least. I have tried to find a prakas or whatever, but no luck.

There seems to be no rhyme or reason....some people are deported by being dumped at a land border ie Laos or Thailand, others are deported to the country from which they arrived from, and some are deported back to the country of the passport they entered Cambodia on.

As to who pays, I believe the Embassies/Foreign Ministry pays, and then the deported has their passport confiscated until they pay pack the associated expenses...again though, this may vary from Country to Country.

Generally People only receive a blacklisting if they are caught overstaying or for extremely long periods of overstay, those who voluntarily report their overstay and pay the fines are not blacklisted.
