Cambodia Named in Chinese List of Travel Restrictions
A city in Hubei, China, has put in place restrictions on travel to certain countries, in an attempt to combat gambling and cybercrime committed by Chinese citizens traveling abroad. Cambodia and Thailand are both on the list of "high-risk" countries.

To effectively prevent and crack down on telecom fraud and cross-border gambling, the city of Enshi in Central China's Hubei Province, has advised citizens not to go to Cambodia, Myanmar, Laos, UAE, Philippines, Thailand, Malaysia and Turkey unless for emergency or necessary reasons.
The suggestion was made to stop people in Enshi from illegally going abroad to commit telecom and internet fraud, according to a notice released by Enshi public security bureau on Tuesday.
But those studying abroad or travelling for business will still be able to visit these countries after receiving approval from their residential community or village and the local police station at least three days before their departure, according to the notice.
Enshi police called on residents living in Cambodia, Myanmar, Laos, UAE, Philippines, Thailand, Malaysia and Turkey who have been designated by the Ministry of Public Security as high-risk groups to immediately contact local police authorities in Enshi before returning to China.
The city of Taishan in South China's Guangdong Province on Thursday released the name, ID number and living address of 14 local residents who engaged in telecom fraud and gambling in Cambodia and Myanmar and refused to return to the city, calling them to stop the criminal activities and return to China by February 28.

Why is Macau not on the list (for the gambling restrictions) ?

There are already huge limits on how much money can be taken out of Macau and brought back into the Chinese mainland and vice versa.
For example, UnionPay restrict how much cash can be taken out at an ATM or bank in Macau, purely to crack down on gambling.
That happened around 2017/8 and what precipitated a huge influx of gamblers in Cambodia.
TL;DR Macau isn't an independent nation and it's already hard for the average Chinese Joe to gamble there.

Yep, this is what I've been reading for a while. Chinese nationals will not be allowed to gamble except in Macau, and monitored closely there.
I'm surprised Thailand is on the list, obviously more to do with online scamming than gambling.
In Cambodia, the only casino-free destination is Siem Reap. The islands can be a suitable casino-free destination of course, once they have been developed. KPS will have to choose which way to go.
