A New Garment Factory Project Approved by CDC

The Council for the Development of Cambodia (CDC) has granted green light to a new investment project proposed by Textstar Garment (Cambodia) Co., Ltd.

According to a recent press release of CDC, the private company will invest US$5.1 million to build a garment factory in Damnak Tom village 2, Sangkat Stung Meanchey 3, Khan Meanchey, Phnom Penh.

The newly approved project is expected to generate 787 jobs for the locals, the same source added.

Such investment demonstrates confidence of investors in Cambodia’s macroeconomic, political and social stability as the country is recovering from the COVID-19 pandemic.

Gov’t approves 116 non-SEZ investment projects & over 3,000 construction projects in 10 months

During 10 months of 2022, the Cambodian government approved 116 non-special economic zone investment projects in 10 months, an increase of 24 projects. During the same period, 3,407 construction projects were also approved, a decrease of 191 projects, according to the report on socio-economic trends of the Ministry of Economy and Finance issued on 13 December.

According to the report, the Council for the Development of Cambodia approved investment projects outside the SEZ with a total investment of US$2,758 million, up 136.6% compared to the same period last year.

The approved investment project generated about 105,000 new jobs, an increase of 43.3%.

Meanwhile, the Ministry of Land Management, Urban Planning and Construction approved construction projects with a total investment of US$2.19 billion, decreasing 57.2 % from the same period last year.

Of these, 3,018 are residential projects, accounting for 88.58% of the total construction requests, a year-on-year decrease of 91 projects from the same period last year.

Cambodia Attracts US$4,685 million in FDI in 2022

Cambodia attracted fixed-assets investment of US$4,685 million in 2022, up 7.5 percent compared to a year before, according to a report of the Council for the Development of Cambodia.

Three More Projects worth US$18 Million Approved

The Council for the Development of Cambodia (CDC) has approved three new investment projects with a total capital of US$18 million.

The new projects belong to New Target Footwear (Cambodia) Co., Ltd., Golden Island Garments (Cambodia) Co., Ltd., and Jin Long Quan (Cambodia) Co., Ltd., the CDC said in a press release issued yesterday.

The three companies will invest in the creation of footwear and garment factories, and manufacturing of accessories for clothes, shoes, bags and hats in Takeo and Kandal provinces, it pointed out.
Almost 5,000 jobs are expected to be generated for the locals by the three newly approved projects, the press release added.

CDC Approves US$58 million Investment Projects
AKP Phnom Penh, February 07, 2023 --
Eleven new investment projects with a total capital of US$58 million have been approved by the Council for the Development of Cambodia (CDC).

According to a CDC's press release issued this morning, the newly approved projects are expected to generate some 12,710 jobs for the locals.
Located in the provinces of Kampong Speu, Kandal and Preah Sihanouk and the capital of Phnom Penh, the eleven investment projects will cover the manufacturing of garments, footwear, bags, shoe and metal furniture accessories, and office supplies as well as sports equipment, the same source pointed out.

Value of CDC-okayed projects in Q4 dips 42% on-year: report

The government’s top investment decision-making body gave the nod to 36 new projects in the fourth quarter (Q4) of 2022 – just one more than during the same period in 2021 – but total capital commitments behind the developments plunged by nearly half year-on-year (y-o-y), according to new Ministry of Economy and Finance data.

The Council for the Development of Cambodia (CDC) approved 52 new investment projects in Q3 – encompassing all developments inside and outside of the Kingdom’s special economic zones (SEZ) – which means that the October-December period registered a 30.77 per cent quarter-on-quarter (q-o-q) drop.

The 36 investment projects greenlit in Q4 had total capital commitments of $573.28 million, down 42.5 per cent y-o-y but up 24.42 per cent q-o-q, and were expected to create 29,896 jobs (down 1.5% y-o-y; down 25.77% q-o-q).

In its latest Economic and Financial Bulletin, the ministry put the sharp on-year decrease in total capital commitments seen in 2022Q4 down to a decline in investment in solar-panel manufacturing as well as the garment and agro-industrial sectors.

Nine of the projects are set to be inside SEZs – compared to five in 2021Q4 and 19 in 2022Q3 – with total capital commitments of $33.23 million (down 62.1% y-o-y; down 82.9% q-o-q) and plans to generate 1,782 new jobs (down 31.46% y-o-y; down 78.08% q-o-q). All SEZ developments were in the industrial sector, as has been the case since 2021Q2.

The remaining 27 non-SEZ projects – compared to 30 in 2021Q4 and 33 in 2022Q3 – have total capital commitments of $540.05 million (down 40.57% y-o-y; up 102.8% q-o-q) and are anticipated to deliver 28,114 new jobs (up 1.34% y-o-y; down 12.53% q-o-q).

Projects are categorised in the agricultural, energy, industrial, services, and tourism sectors. The energy sector has not seen a contribution since 2022Q1, the finance ministry’s economic and financial bulletins show.
