Sources from the scene said that before the incident, they saw a man on a black Honda Scoop motorcycle, with license plate Phnom Penh 1JM-5660, traveling along Street 369, when a large sand truck (with license plate Prey Veng 3A-1422) arrived in the opposite direction at high speed. The truck turned without looking, and crushed over the head of the motorcyclist, causing a brain rupture.
Then the truck driver saw what he had done and he went to wash the tires and the underside of the truck with a hose spray to remove the evidence, however, when the traffic police checked the truck, they found some bones and a little blood on the wheels. Meanwhile, the driver had escaped and disappeared.

After the above incident, the local authority of the administrative police station arrived and contacted the municipal traffic department to come down to record the vehicle and store it at the land traffic office of the Phnom Penh Municipal Police, waiting for the owner of the truck to come forward.
