Convicted Khmer Rouge leader moved to Cambodian state prison

PHNOM PENH, Cambodia -- Khieu Samphan, who was convicted by a U.N.-backed tribunal of genocide, crimes against humanity and war crimes for his role as a leader of the communist Khmer Rouge when they ruled Cambodia in 1975-1979, has been transferred from the tribunal’s jail to serve his life sentence at a state prison.

The tribunal, called the Extraordinary Chambers in the Courts of Cambodia, said in a statement Wednesday that Khieu Samphan was moved on Monday from its custom-built detention facility to serve the remainder of his sentence in the provincial prison in Kandal, which adjoins the capital, Phnom Penh.

Khieu Samphan, 91, is the last surviving top leader of the Khmer Rouge, whose radical policies are blamed for the deaths of an estimated 1.7 million people when they held power.

His transfer came as the tribunal winds down its activities after its last court session in September, when it rejected Khieu Samphan’s final appeal. The tribunal, whose work was carried out by joint teams of Cambodian and international jurists, spent $337 million and 16 years to obtain three convictions.

Since Dec. 26, it has handed over its complex of buildings, including the detention facility, to Cambodia’s Defense Ministry, the original owners of the site, said tribunal spokesperson Neth Pheaktra. The tribunal will continue working for three years after the trials’ end on archiving documents and public education, with its remaining staff moved to a new building in the center of the capital.

EU Pledges to Continue Supporting Implementation of Remaining ECCC Work
AKP Phnom Penh, September 01, 2023 --

The European Union (EU) has pledged to continue supporting the remaining work of the Extraordinary Chamber in the Courts of Cambodia (ECCC) for 2023-2025.

The pledge was made by H.E. Mrs. Carmen Moreno, outgoing EU Ambassador to Cambodia, during a farewell meeting with Senior Minister in Charge of Special Missions H.E. Keo Remy, Minister Delegate Attached to the Prime Minister Chairman of the Cambodian Human Rights Committee (CHRC) and Permanent Vice President of the Working Group of the Royal Government in charge of the ECCC, here in Phnom Penh on Aug. 31.

H.E. Mrs. Carmen Moreno underlined the significance of the educational works of the successful Khmer Rouge Tribunal process, which are beneficial for the new generations as well as for humans both in the region and around the world.

H.E. Mrs. Carmen Moreno recalled key contributions of the EU to the Khmer Rouge Trial process and considered Cambodia as the most potential country in the region for building peace and national unity.

Thanking the EU delegate, H.E. Keo Remy said the ECCC is working hard to locate and build an international standard room for archiving 400 million pages of documentation of the ECCC's work and a Library and Mont Court for outreach work, research, and training.

My kid just spent the summer in Cambodia on this stuff. Interviewing judges, learning Khmer along the way.
