Hit and Run Policeman in Lexus Captured by Local Crowd

Cambodia News, (Phnom Penh): At 11:20 pm on January 28, 2023, near the base of the Stung Meanchey flyover along Street 271, in Sangkat Boeung Salang, Khan Toul Kork, a police officer suspected of driving drunk, hit an Indian tuktuk from behind with his Lexus 470 car.

According to sources, the police officer was driving fast when he collided with a tuktuk being driven by a 60-year-old man in the same direction. The tuktuk overturned, spilling the old man on to the road, and although the victim was clearly injured, the Lexus driver did not stop to help and tried to flee the accident scene.

Fortunately, a crowd of people who had witnessed the incident chased the car and the driver, and they stopped him close to the traffic light. The drunk policeman was then handed over to the authorities by the crowd, while the tuktuk driver was sent to hospital with a broken arm.

After the incident, the local police, in cooperation with the traffic police of Tuol Kork district, arrived at the scene and removed the two vehicles to the Tuol Kork district inspectorate, waiting for a solution.

I trust this isn’t a euphemism for messing with the evidence, or getting a ‘mates rates’ deduction on compensation?

I read that as meaning that the Lexus is being held by the competent authorities until the driver agrees to pay what is considered to be adequate compensation (to all concerned.)
In other words, it's just the usual routine of the police holding the car as a bargaining chip, until the driver agrees to cough up enough money to pay the victims' hospital bills, to appease the victim or their family, pay for all material damage caused,and (last but not least), pay the cops for the extra time they spent sorting all that out instead of sending the case to court.
