Authorities launch six-month campaign to eliminate illegal use of foreign workers in Cambodia

Cambodia launches a six-month campaign to eliminate the use of illegal foreign labor in Cambodia to improve security and social order.

On 20 January, addressing the Management of Foreign Labor Management in Cambodia under the chairmanship of Samdech Krala Hom Sar Kheng, Deputy Prime Minister and Minister of Interior, Dr. Ith Sam Heng, Minister of Labor and Vocational Training and Chairman of the Inter-Ministerial Commission announced a six-month operational campaign against the illegal use of undocumented foreign workers.

The campaign is divided into two phases, where the first phase from January to March 2023 will be used to educate the enterprises who are using foreign labor,and all other stakeholders, to understand and participate in the implementation of the laws concerning the employment of foreign workers.

The Minister said that during this first phase, enterprises that use foreign labor must complete the self-declaration report on the use of foreign labor as provided and it must be completed and sent back before March 15, 2023.

The minister added that the second phase, which will be implemented from April to the end of June, will be the actual inspection phase in all enterprises and establishments that use foreign labor, based on the report and calendar of the working group.

The Minister added that every operation must be coordinated by the Phnom Penh Municipal Prosecutor's Office, and during the operation, the owner or employer must present all current foreign workers to the Labor Inspectorate, together with their relevent employment documents.

The Minister further stated that during the inspection operations, when other crimes are discovered, the Foreign Labor Inspection Team must report the criminal activity to the Capital or Provincial Governor to take legal action. This plan aims to strengthen the fight against organized crime gangs dealing in human trafficking, labor trafficking and sex trafficking, crimes related to illegal gambling, online fraud, drug offenses, money laundering offenses, extortion, corruption, and other illegal activities.

The goal of the campaign is to eliminate the illegal use of undocumented foreign labor in Cambodia, without disturbing the environment of those foreigners who are staying here, doing business, and working legally in the country.
