Sihanoukville Dry After Dam Collapse

Sihanoukville dam collapse causes massive disruption in water supplies
Mr. Kouch Chamroeun, Governor of Preah Sihanouk Province, has stated that after the collapse of the second dam of Anco Kbal Chhay Water Supply Company, the supply of clean water to the people of Sihanoukville will be disrupted by about 50 percent.
Mr Kouch led a team of officials at the site to attempt to solve the problem overnight after the collapse occurred on the night of January 7, 2023, causing damage to the water pump, affecting the water supply to about half of Sihanoukville as well as parts of Prey Nob and Stung Hav districts.
Mr. Kouch said that the water treatment plant at the second dam can supply 3 million cubic meters of clean water.
However, due to the collapse of the third dam, one of the two engines could not work because the second dam collapsed and the pump was also there to supply water to the third station.
Therefore, the third water treatment station crashed, which was previously operated for use in the city.
He said that normally there are two machines that have to run every day, but due to this problem, only one machine is processing wastewater.
He asked for the understanding of the people in the province and said that the authorities and the company are also working hard to find a way to repair to work as soon as possible.
He has consulted with the team and set out a four-way plan at the same time, which will start from today, when the weather is favorable
Four teams are divided to deal with this task urgently, including:
Team 1: A team of mechanics must repair the pump head damaged by the dam collapse as soon as possible.
Task 2: Electrical experts who will deal with the damage caused by the power outage during the dam collapse to prepare for the pumping of water to be filtered to produce clean water when the first team is ready to repair the dam
Once clean water is produced, the supply to the city will resume. Currently, some transformers and light poles have collapsed.
Task 3: Dam repair team, including the team of 3 existing company mechanics, and the provincial governor has also instructed the Department of Public Works and Transport to bring 3 more machines and vehicles to support this work as soon as possible.
Team 4: Pipe connection team to pump water from the first station to the filter at the second station and continue to clean the filter at the third station as well.
Mr. Kouch also appealed to the people not to worry about the lack of water, saying that there will only be temporary disruption to the supply for possibly 3 days.
He called on people to save water in these three days and stated that unnecessary use should be temporarily suspended, such as watering grass.

Immediately after the incident, Mr. Kouch Chamroeun, Governor of Preah Sihanouk Province, on the night of January 7, 2023, led his subordinates and several specialized units to inspect the case of the second dam collapse at Kbal Chhay, which caused a loss of more than 3 million cubic meters of water.
The dam collapse caused a shutdown in the third water filter station, which resulted in water supplies being cut off on the night of January 7 and today in large parts of the city.. The Governor of Preah Sihanouk Province said that the authorities had sent four teams to intervene to get the water to the filter station as soon as possible.
According to authorities, the cause of the dam collapse has not yet been determined.

Water suppliers and the Preah Sihanouk provincial authorities are urging residents to be patient in the face of provincial water shortages. The second dam at Kbal Chhay collapsed on Saturday night, causing more than 3 million cubic metres of water to be lost.
Nam Kie Teng, general director of Anco Water Company, told The Post on January 8 that more than 10 metres of the second dam of Anco Kbal Chhay collapsed on the night of January 7, causing a leak of more than 3 million cubic metres of water and the failure of one of the pumps which transfers water from the reservoir to the water treatment plant. The outrushing water also damaged several power poles near the site.
“This has caused major disruptions to the provincial supply of clean water, especially in Sihanoukville. There may be a shortage of clean water for at least a week for those living on higher ground, or near the end of the water lines,” he said.
