A military officer who shot a man dead in a crowded Phnom Penh street last week has been charged with involuntary manslaughter – and may face a sentence of 1 to 3 years in prison Plong Sophal, Deputy Prosecutor and Spokesman of the Phnom Penh Municipal Court, stated that the man, Sao Sokhon, a lieutenant colonel, would be charged under Article 207 of the Penal Code.

After the prosecution made a formal indictment, the case was sent to the investigating judge on the afternoon of November 5, 2022.

Investigators then issued a detention order for the military officer and remanded him in custody.

Mr Sao, a lieutenant colonel, shot and killed a young man at 1:30pm on Wednesday 2nd of November on street 1011 in Poung Peay village, Phnom Penh Thmei commune.

1-3 years is probably commutable to home arrest for as long as any media outlet cares to cover the story (a week?) as the gunman will need to have reparations for the scratch on his Lexus which hasn't been discussed thus far. KoW.

took place actually in my street and I happened to pass by 30 seconds after the shooting, seeing the kid lying down with cramps fighting for his life in front of everyone (opposite of the corner is a bike washing station with like five 15 years old working).

the university Hospital is just 500 m away from that location but the police guys obviously didn't care (they just stood there 10 minutes long talking into walkie talkies, letting the kid bleed out on the street)

now coming to the shooter (ricochet my ass), that was VIP daytime hunting as a hobby, nothing else, either he pays more to avoid / reduce sentence (as so many witnesses of what happened) or (what I think) he gets long term but "gets sick directly afterwards once in jail", getting transferred into "private hospital" and then disappears.

again, that was daytime hunting for fun nothing else. it's the second death in this street this year now. getting worse.

Cambodia News, (Phnom Penh): A latest report says that on December 19, 2022, the Investigating Judge of the Phnom Penh Municipal Court has decided to release the accused Sao Sokhon, alias Pros Thom, a military officer at the rank of lieutenant colonel and an assistant to a tycoon, after he was jailed for involuntary manslaughter under Article 207 of the Penal Code.

The assailant, who was driving a Lexus 570, shot dead a man on a motorcycle in Phnom Penh Thmey commune, Sen Sok district, and was arrested after confessing at the Boeung Kak I police station in Toul Kork district, Phnom Penh.

The military officer, driving a Black Lexus 570 with license plate Phnom Penh 2BK-7799, shot and killed the victim, Rith Chetra, 24 years old, living in Khan Sen Sok, Phnom Penh at around 1:10 pm on November 2, 2022 at the corner of Street 1011 in Phnom Penh Thmey Village, Sangkat Phnom Penh Thmey, Khan Sen Sok, Phnom Penh.
According to different reports on the case, the reason that the officer fired at the victim, was either because the motorcyclist scraped his car, or because he believed that the motorcyclist was an escaping thief. The officer works as a driver and bodyguard for an unnamed Cambodian oknha (tycoon).
