Sad, very sad. But gonna continue until something changes. How many times do I read a settlement was reached or compensation was agreed so police take no action (a percentage, yes: action, no). That has to change. Will it? You know the answer.

Talking on the phone or reaching for a cigarette while drunk is my guess
I'm standing up, so I must be straight.

I DONT Know, is that a worse system then we have in the west ?? Go to jail and wait trial for a couple of months and at the end pay an amount similar as they do. If the settlement is aranged immediately, case closed. Everybody "happy" !! Thats how it works here, we have to adapt ot their culture, not they our way i would say !! Ofcourse for lawyers and judges its lost job, but who cares in the west !! ??
How many innocent people go to jail (especially in the US ofcours) you think ?? !!
You pay the victims, if they agree, case closed. No big lawyer-bills or months or even years at court !!! ??

Impunity for the rich in exchange for some small money as a side effect.

i think 90%of the barang in KOW is rich compared to the Khmers.
From our side, isnt it nice if you had 4 beers and have an accidnet to not go to jail ??
Ofcourse drinkdriving is knever a good idea, but i am not drunk with 4 beers in my small body, but if you hit in some countries (holland for example) a bicycle with 4 beers, yo can loose your house, isn it ??
Its all a grey zone in my eyes !! ??

Obviously there’s a difference east/west, isn’t there?

The settlement here seems to be ‘compensation’
That similar amount in the west is ‘fines’.

What’s lacking here is a legal penalty, but possibly more importantly, adequate financial cover as compensation and medical care.

Yes, if you seriously hurt someone while driving drunk you have to pay for the hospital fees and compensation. If you hurt someone seriously enough and the bill is higher than the money in your bank account you will have to sell assets because insurances don't cover accidents when the driver has more than a certain amount of alcohol in the blood.

And after that there's the penalty for breaking the law. What's the point of having laws when they're not enforced? What's the point of having laws when some are exempt from that law?
