Why did they raid an empty building? Why not wait until somebody was there via a surveillance operation. It makes no sense whatsoever.

Authorities have so far been unable to identify the owner or leaseholder of the building
Why don't they know this in advance?
“We are exploring all possible leads and cultivating any intelligence sources that we can gather,” he said.

I'll go one step further; who says they are drugs? I didn't notice any field test kits being used on the contents. They could just as well be 900kg of nothing wrapped in the correct plastic wrappers and piled up for the benefit of the cameras, big headlines with namechecks for the officials and a photo-op about them cracking down.

If this story disappears without trace, like so many other huge hauls, with nobody arrested beyond the hapless cleaners and delivery drivers, then it is reasonable to assume this is just more smoke and mirrors.

sure it does :-)

That amount would involve some serious big people> with deep pockets and connections
doubt anyone ends up charged with it>
the current situation in Burma means massive amounts of ice are being produced to finance the ongoing conflict and with nobody in control of the northerner borders.....

It's like the cars with official plates that are involved in accidents. They always say they don't know or they are looking, what it probably means is they know or could find out but don't want to risk their necks by naming someone high up.
Silence, exile, and cunning.

Samdech Krala Hom Sar Kheng orders the arrest of large-scale drug criminal in Sihanoukville

Cambodia News, (Phnom Penh): Samdech Krala Hom Sar Kheng, Deputy Prime Minister, Minister of Interior and Chairman of the National Committee for Combating Human Trafficking, has ordered the arrest of a large-scale drug trafficker after police seized nearly 900 kilograms of illegal drugs in a Sihanoukville warehouse.

Samdech Krala Hom Sar Kheng said this while presiding over the celebration of the 16th National Day Against Human Trafficking on December 12, 2022 on the afternoon of December 12, 2022.

Samdech Krala Hom Sar Kheng said that the mission against drug-trafficking could not be counted as a success if the criminals were not arrested and prosecuted. A successful police operation can only be achieved if the perpetrator is brought to justice. He called on the Cambodian anti-drug officers to track down and arrest the criminal mastermind responsible for the traffic of the 884 kilograms of ketamine seized in Sihanoukville.

In a major crackdown, Preah Sihanouk Provincial Military Police confiscated 884kg of drugs found abandoned in 34 bags at a rented warehouse in Sihanoukville on Sunday.

I am sure there is much more evidence available than reported. Maybe its even kept secret to cash in from those involved?

If they would seriously investigate some unpleasant connections would surface. Do the authorities have any interest in that? Probably not.

UPDATE: Two foreign nationals have been detained in connection with 900kg drug bust in Sihanoukville:
Nearly 900kg of trafficked drugs were seized on Dec. 11 in Preah Sihanouk province, the second big case since August. Kheng [the Minister of the Interior] said authorities detained a ship which he believed came to transport the drugs.

The crew claimed they were to transport cigarettes but couldn’t provide details when pressed about the destination and who was involved.

In Song, a spokesman for the Anti-Drug Department, said two people involved with the seizure had been detained. One was Chinese and the other was from Taiwan. Police were searching for those still at large.
