Kandal Province: The authorities have identified the corpse that was found floating in the Tonle Bassac River which was wearing handcuffs and was bruised from having been beaten: he was a gem polisher who worked at Olympic Market.
The source of information said that the corpse was Jear Rattana, but he was known as Heang, male, aged 40, he lived in Sangkat Toul Svay Prey 2, Khan Chamkar Morn, Phnom Penh. The victim was an orphan who lived with his uncle and aunt.
With regards to this case it has been inferred that this was a case of robbery killing. Because he was missing all of his personal possessions and he had bruises on his body, and furthermore he was in handcuffs.
According to his relatives who came to claim the corpse, the victim had the following possessions: a tall Honda motorbike, 2 modern telephones, jewellery, and a quantity of cash. They further think that possibly the victim was abducted, taken and detained somewhere and then beaten and killed. The murderers had the desire to hold him ransom for money but they were fearful they would be revealed, so they just killed the hostage and took the belongings he had.
To remind the reader: the corpse was found swollen and putrid and one arm was handcuffed. People noticed him at 1pm in the afternoon of February 4th 2015, in the Tonle Bassac River, village #1, Commune Svay Rolum, Sang District.
After the corpse was spotted skilled police and scientists from the technical division investigated and concluded that this was a murder as on the body of the corpse there were multiple injuries. The victim had been dead for 20 hours as the state of the corpse was swollen and putrid. On the body it had a swollen right jaw, split lips, and deep black bruises on the back of the neck.
The inspection also showed that the corpse had an age of approximately 30 years old, male, big build, a height of 1.75cm, and on his left wrist he had handcuffs and a watch, he was wearing a mixed yellow and silver stripped shirt, wearing long black trousers with a black belt with a white buckle.
Brigadier General Eauv Jamran, the commissioner of police for Kandal, had appealed for anyone who had lost a member of their family fitting the above description to contact Kandal police.

Interesting that nobody stole the watch. Seems they wanted to make clear this was revenge.

Cambodia is a scary place.
បើសិនធ្វើចេះ ចេះឲ្យគេកោត បើសិនធ្វើឆោត ឆោតឲ្យគេអាណិត។

If you know a lot, know enough to make them respect you, if you are stupid, be stupid enough so they can pity you.
