The Ministry of Health Decides to Close the "Deum Angkrang" Hospital Permanently

Cambodia News (Phnom Penh): On 7 December 2022, the Ministry of Health announced its decision to shut the infamous "Deum Angkrang" hospital down permanently. The hospital, whose negligent surgical practices caused a life-threatening event to a pregnant woman, is located at No. 3, National Road 3, Ang Por Peul commune, Kong Pisey district, Kampong Speu province.

The Ministry of Health announced that the closure was due to the use of staff with no training, no professional committee registration, and relocating premises without notifying to the Ministry of Health.

The closure is due to the negligence of medical staff, when occurred when a 22-year-old woman admitted herself to the hospital after her fetus died in the womb at 18 weeks. She was diagnosed with a still born baby (dead in the womb), on 10 November 2022. The clinic's doctors then performed an operation to remove the still born baby and had her stay overnight at the clinic, which she left on 11 November 2022.

On 22 November 2022, the woman returned to the same clinic again with severe abdominal pain in the lower abdomen. When the doctor cleaned the uterus again, there were severe symptoms so the clinic sent the patient to Calmette Hospital in Phnom Penh. It appears that the "surgeon" had cut into the woman's small intestine while attempting to remove the dead fetus. As a result of the botched operation, the health of the patient is now severely compromised.

As for those in charge of Deum Angkrang Hospital and those who have violated the medical professional ethics and/or used wrong technique in examining and treating the patient, they shall be responsible before the law. According to the content of the decree by the Ministry of Health, it is stated that the closing and the confiscation of the permit to operate a private hospital and maternity hospital is under the name of Dr. Sous Chanrasmey.

How's closing the hospital a solution? Replacing the incompetent staff would be much better.

The Ministry of Health has decided to close down privately-owned Deum Angkrong Clinic and Maternity in Kampong Speu province and revoked all of its permits.
A decision signed by health ministry secretary of state Or Vandine on December 8 said negligence by the clinic’s untrained staff – who held no professional registration – resulted in serious complications to a patient who had sought care.
The clinic is located on National Road 3 in Kong Pisey district’s Ang Popel commune.

“Due to the use of employees without training, a lack of professional registration and for relocating without notifying the ministry, the clinic is closed. The owners and those who have violated the ethics of the medical profession in the examination and treatment of patients must be held responsible before the law,” it said.

How can a clinic medical open with a government-approved permit, but with no oversight at all as to basic health and safety standards ?
A government investigation into the criteria used by MoH employees when issuing permits for private clinics could cast some light on the subject.

Given the fraudulent, awful standard of some of the facilities in Cambodia it makes me wonder just how bad this place was to get the attention of the authorities.

As for shutting it down- what’s really important is making sure the same staff don’t disperse into other practices around the country.

Umm…

To open a medical practice in Cambodia requires.

1) registration with the medical board, aka give money
2) register the business, aka give more money
3) hire Khmer doctors - they make less than English teachers, and nurses - they make way less than English teachers

There is no oversight and government inspections.
