I was told that they got partial use of the land ( 50 meters back from the sea) but that massive structure is built on what was supposed to have been PUBLIC beach land

People don't seem to be using the new beaches very much. The next step should be plant a bunch of palm trees.
I am disappointed that the main beach of Kep is looking worse and worse. Why do they put this junk all over the small beach? Tables, a shop for water sports. All in all people should be discouraged from eating or drinking in this area. The water too is looking very dirty with plastic floating in it. Too many cars too. I don't see why people need to keep on driving around the water front. They should block off the roads and force people to park and walk.

Gov’t to turn Kep into an attractive tourist destination
The government is working to turn coastal Kep into a top tourism attraction along with other coastal provinces.
Environment Ministry spokesman Neth Pheaktra said authorities convened a meeting on Wednesday in Kep province to work out a plan to beautify Kep beach in a move to attract tourists.
Pheaktra said that Kep Provincial Environment Department officials reviewed what they had done in 2022 and planned for next year, especially related to waste management and conservation of the biodiversity in the province.
He said that the provincial environment department is currently implementing a project to repair and run the wastewater treatment plant in front of Chroy Dong and Phsar Kdam beaches.
“Our environment department officials have also asked all vendors to install small wastewater treatment basins in their businesses in a bid to prevent polluted water from flowing into the beaches and make the beaches cleaner,” he said.
Kep provincial governor Som Piseth said provincial authorities have paid great attention to environmental protection and conservation of natural resources in the province.

I wonder what their feasibility study looked like? Was it done at all? A thorough feasibility study to ensure that the beach will not be washed away over time (as well as other environmental factors stemming from the project) seems obvious to me but maybe not so to those with the decision making power down in Kep. A decent feasibility study would include examining the physical and environmental characteristics of the site, such as the geology, geomorphology, and hydrology.
For instance:-
Wave conditions: The wave climate at the site should be assessed to determine the potential for erosion and the stability of the beach.
Beach slope: The slope of the beach should be steep enough to allow for the natural erosion and accretion of sand, but not so steep that it is prone to erosion.
Beach material: The type of sand used to create the beach should be appropriate for the local wave climate and should be of sufficient size and quality to resist erosion.
Beach nourishment: It may be necessary to periodically nourish the beach with additional sand to maintain its stability and prevent erosion.
Coastal defenses: Depending on the wave climate and erosion potential, it may be necessary to implement coastal defenses such as breakwaters or revetments to protect the beach from erosion.
If anyone has been to the new Kep beach and can comment on the beach defenses, beach slope and observable wave patterns/direction maybe there are some glaringly obvious solutions that were overlooked.

sand was sucked in from offshore ( no trucks were used) and thru pipes laid on top of the dirt ( brought in by trucks) they took off nearby mountains<

Given that steep sloping beaches are more prone to erosion some form of breakwater would help.
Also, the sand dredged from off-shore might not have helped as it will consist of grains of varying size. Believe it or not, stable beaches are made up of sand grains of pretty uniform size because in this type of beach the sand grains are less likely to be sorted by wave action and thus be more resistant to erosion.
But, yeah, a simple wave climate study coupled with a rudimentary analysis of the off-shore dredged sand would have helped.

The beach areas themselves are very shallow some 100m out - the steepness is from the raised height of the reclamation - once at waterline it is pretty flat bottomed. They have put 3/4 extensions about 50-100m from the beach that protect against wave action and erosion so they have put some thought into it.
