U.S. Secretary of Defence to Visit Cambodia Next Week

U.S. Secretary of Defence Lloyd J. Austin III will pay a visit to Cambodia to participate in the 9th ASEAN Defence Ministers’ Meeting (ADMM)-Plus, alongside the ten ASEAN member states and eight dialogue partners, according to a press release of the U.S. Department of Defence dated Nov. 16.

Secretary Austin’s first in-person participation at the forum, which was conducted virtually during the COVID pandemic, continues a long tradition of U.S. Secretary of Defence representation at the ADMM-Plus, it underlined.

On the margins of the ADMM-Plus programme of events, it pointed out, Secretary Austin will hold an informal multilateral engagement with his ASEAN counterparts and meet with his counterparts from Cambodia and a range of partner nations. Each of these engagements will highlight the important strides the Department is taking alongside Allies and partners to bring greater stability, transparency, and openness to the Indo-Pacific region.

Cambodian Ministry of National Defence will host the 9th ASEAN Defence Ministers’ Meeting (ADMM) Retreat, 9th ADMM-Plus, and Related Meetings in Siem Reap province from Nov. 21 to 23 to discuss the enhancement of the regional cooperation towards peace, security and sustainable prosperity.

Samdech Akka Moha Sena Padei Techo HE, Prime Minister of the Kingdom of Cambodia, will deliver an opening address on the occasion.

As the host of the ADMM in 2022, Cambodia is firmly committed to strengthening regional peace, stability and prosperity.

Defense chief to join ASEAN-led regional security meeting next week

SEOUL, Nov. 18 (Yonhap) -- South Korea's Defense Minister Lee Jong-sup will travel to Cambodia next week to attend an annual regional security meeting, involving the Association of Southeast Asian Nations (ASEAN), his ministry said Friday.

Under the theme of "Solidarity for Harmonized Security," the three-day ASEAN Defense Ministers' Meeting-Plus (ADMM-Plus) is set to kick off on Tuesday. It will bring together defense chiefs from 10 ASEAN countries and eight others, including the United States, China and Japan.

The defense chiefs of rival powers China and the US will both attend next week's expanded meeting of Southeast Asian security ministers in Cambodia, opening up the possibility the two will hold face-to-face discussions.

China's Defense Ministry said Gen. Wei Fenghe will attend the Association of Southeast Asian Nations Defense Ministers' Meeting-Plus from Sunday to Thursday.

The Department of Defense said Defense Secretary Lloyd J. Austin III will also attend following stops in Canada and Indonesia.

Both officials plan to meet with participants on the margins of the main gathering of ministers from the 10-nation organization known as ASEAN.

While no formal bilateral meeting has been announced, Chinese Defense Ministry spokesperson Col. Tan Kefei appeared to hold that possibility open in a statement issued Sunday.

Phnom Penh: In the opening ceremony of the 3rd National Sports and the 1st Sports for the Disabled on the evening of November 21, 2022, the Prime Minister, HE, announced that the US Secretary of Defense and the Chinese Secretary of Defense will meet in Siem Reap on the sidelines of the ASEAN Defense Ministers' Meeting and related meetings.

The Cambodian PM will be present at the ASEAN Defense Ministers' Meeting with relevant countries tomorrow, November 22, and he hopes that the US and Chinese Defense Ministers will do a good job together in Cambodia to bring bring peace and stability to the world.

Please be reminded that Samdech Pich Sena Tea Banh, Minister of National Defense of Cambodia, also told BTV[a Khmer media outlet] that the US Secretary of State, Mr. Lloyd J. Austin III will meet with Chinese Defense Minister Wei Fenghe in Siem Reap.

US, China defence chiefs meet in Cambodia to dial back tensions since Pelosi’s Taiwan visit

SIEM REAP, Cambodia – US Defense Secretary Lloyd Austin met his Chinese counterpart Wei Fenghe in Cambodia on Tuesday, as the two sides move to keep tensions in check.

The meeting on the sidelines of a conference of defence ministers in Siem Reap is the first between Mr Austin and Mr Wei since June, before US House of Representatives Speaker Nancy Pelosi visited Taiwan, infuriating Beijing.

But China and the United States have since moved to lower the temperature with meetings between top officials.

On Nov 14, Presidents Joe Biden and Xi Jinping met for three hours at a Group of 20 summit in Bali, the first in-person talks between the leaders of the world’s two largest economies since they each became president.

That was followed by a meeting between Mr Xi and US Vice-President Kamala Harris during an Asia-Pacific summit in Bangkok.

Ms Harris reinforced Mr Biden’s message that “we must maintain open lines of communication to responsibly manage the competition between our countries”, a White House official said.

Not long ago the US gov declared a "pivot to Asia" , while officers in the USMC made plans to restructure their organization for fighting the Chinese on the various islands in the region, to the death.

Cambodia and U.S. Discuss Bilateral Defence Cooperation
AKP Phnom Penh, November 23, 2022 -- 

The Kingdom of Cambodia and the United States of America have discussed their cooperation in national defence and security.

The discussion took place between Samdech Pichey Sena Tea Banh, Cambodian Deputy Prime Minister and Minister of National Defence and visiting H.E. Lloyd J. Austin III, U.S. Secretary of Defence in Siem Reap province on Nov. 22, on the sidelines of the 9th ASEAN Defence Ministers’ Meeting Plus (ADMM-Plus).

Both sides acknowledged the importance of building a productive bilateral relationship that benefits the two countries and peoples, and welcomed efforts to build bilateral trust.

According to a press release of the U.S. Department of Defence, during the bilateral meeting, H.E. Lloyd J. Austin III welcomed Cambodia's leadership as ASEAN Chair during a challenging year, as well as Cambodia's support for United Nations General Assembly resolutions condemning Russia's aggression in Ukraine.

The U.S. defence secretary also expressed appreciation for Cambodia's willingness to send de-mining teams to train Ukrainian de-mining experts.

Secretary of Defense Lloyd J. Austin III concluded his visit to Cambodia today where he attended the 9th ASEAN Ministers’ Meeting (ADMM)-Plus, which every U.S. Secretary of Defense has participated in since the group’s inception. During the ADMM-Plus, Secretary Austin reaffirmed the United States’ commitment to working with ASEAN to address the complex set of challenges confronting the region today — from terrorism to nuclear proliferation to maritime security threats. The Secretary expressed concern about ongoing provocations and unsafe operational behavior, especially in the South China Sea. He welcomed the steps taken by numerous ADMM-Plus member states to address dangerous and provocative actions taken by North Korea, Myanmar, and Russia, which threaten regional peace and security. 
  
Secretary Austin highlighted the steps the Department is taking alongside partners to bring greater transparency and openness to the region, such as through co-chairing the ADMM-Plus Experts’ Working Group on Maritime Security with Thailand. He also underscored the United States’ investments in the region’s future leadership, including through a new initiative that will provide emerging Southeast Asian defense leaders with unprecedented opportunities for training and professional military education. 

Secretary Austin met with the Cambodian Defense Minister, who hosted the ADMM-Plus, and held bilateral engagements with the Defense Ministers of Vietnam, India, the Philippines, and the People’s Republic of China. Throughout his visit, he reiterated the United States’ deep commitment to working alongside allies and partners to support our shared vision for a free and open Indo-Pacific.

Absolute pivot.

Marines are now the amphibious force. Take and hold islands. Be a thorn that forces the PLAN, PLAF, and PLA to divert resources from the invasion to deal with them, not fight to the death.

F-35s are now being delivered to the Navy and Air Force as well as to US Allies in increasing numbers.

Amphibious assault ships are being retasked to carry these fighters and act as ‘baby carriers’ to supplement or even act as an independent strike group.

The primary focus of the US military is no longer fighting brush fire wars against cave dwelling terrorists, but a near peer adversary.

Walk softly but carry a big stick.
