What's being built

There is a piece of land that has recently been cleared and shuttered. There are 2 big JCB type earth movers and a bulldozer on site. The plot is huge, it is nearly half of street 23 and fronts onto Norodom. It is opposite the huge Sathpana bank building and the plot is of a similar size. Whatever is going up will be very big and take a long time to build.

Does anyone know what is going up and, more importantly, when will it start.

I am going to guess at Royal Group shopping complex or Chip Mong 2!

mannanman is almost correct

I think it's the new headquarter of Royal Group. Probably takes 2-3 years to be completed.
