I think we tend to forget that drains are for draining away water, and sand when it is wet is very heavy and it takes a very strong flow of water to move it. With Phnom Penh being so flat there is no drainage with a decent slope to move sand and it settles in the bottoms of all the drain pipes. Sometimes these pipes only work at 50% capacity because of all the dirt and sand sitting in the bottom and this along with all the other rubbish is one reason why you end up with streets that flood.

Beyond being a nuisance for city dwellers, the silting up of waterways is a very real problem in a lot of places. Because of wind from reclaimed areas and the vast number of dump trucks transporting sand every night and day on HE Boulevard they have a group of water trucks constantly hosing sand off the road.
There are huge drains along that road, they used box shaped ones about 3 meters square for a lot, but as said a lot of sand and clay can end up deposited in them.
