RCAF to Join Regional Disaster Relief Exercise

Cambodia News (Laos): On 19 August 2022, General Moeng Samphan, Secretary of State of the Ministry of National Defense and Chairman of the Coordinating Team for Emergency Preparedness and Rehabilitation of the Ministry of National Defense of Cambodia, inspected the specialized forces and disaster relief equipment of the RCAF.
All this is in preparation for a joint exercise on disaster relief between the three armies of Cambodia, Laos and Vietnam, which will take place in the territory of the Lao People's Democratic Republic in early September 2022. The RCAF will join the exercise on 6 September 2022.

The inspection ceremony was attended by senior officers including representatives of the Commander-in-Chief of the RCAF and the Deputy Commanders of the Army, Navy and Air Force, as well as officers from the Emergency Response Coordination Team.

His Excellency stated that this joint training exercise and disaster relief skills training is aimed at preparing the equipment and relief teams for any emergency response which may be necessary. And the exercise is also aiming to encourage the forces of the three countries to work together and to exchange experiences with each other.
HE Moeng Samphan also voiced his hopes and wishes that the RCAF will achieve success and bring honour to the nation and the whole country.

Hanoi (VNA) – About 300 photos and over 500 documents, items and publications are on display at a Hanoi exhibition showcasing milestones in the friendship and cooperation among public security forces of Vietnam, Cambodia and Laos.

Launched on August 26, the event aims to celebrate the 60th anniversary of the Vietnam-Laos diplomatic relations (September 5, 1962 – 2022), the 45th year of the signing of the Vietnam-Laos Treaty for Amity and Cooperation, and the 55th anniversary of the Vietnam-Cambodia diplomatic ties (June 24, 1967 – 2022).

Vietnam has boasted long-standing and close friendship and cooperation with the other two countries in various areas, particularly national defence and security, remarked Lieutenant General Nguyen Ngoc Toan, Director of the Vietnamese Ministry of Public Security’s Department of Party and Political Work, at the opening ceremony.

On the basis of treaties and agreements signed by the three countries’ leaders, the Ministries of Public Security of Vietnam and Laos, the Cambodian Ministry of Interior and authorities and peoples of shared border regions have been actively coordinating to intensify security and social order and prevent sabotage schemes, contributing to protecting the stability and development of each country and the region, he said.

In addition to security maintenance and crime combat, the three sides have made concerted efforts in personnel training, logistics, medical and technical matters in order to build strong and capable public security forces, Toan added.

The exhibition is divided into three sections, with the first demonstrating the three Parties, States and Governments’ attention and appreciation for the forces. The second and the third focus on the Vietnamese force’s collaboration with those from Laos and Cambodia, reflected through high-level delegation exchanges and the support for each other in crime fighting.

Cambodia, Vietnam, Laos Hold Joint Search and Rescue Exercise

The defence ministries of Cambodia, Vietnam and Laos launched a joint search and rescue exercise in Vientiane, the capital city of Laos, on Sept. 10.

According to Vietnam News Agency (VNA), it is the first drill organised under an agreement inked at a defence ministers’ meeting among the three countries in Hanoi in 2019. It will run through Sept. 15.

In his opening address, Lao Deputy Minister of National Defence Lt. Gen. Chanthong Sonate-at said the three countries’ governments and armed forces give priority to preventing and responding to threats by natural disasters and climate change-related issues, for examples flooding, storm, tsunami, earthquake, landslide, drought and others.

He highlighted the significance of the exercise, noting it not only aims to build capacity and expertise in responding to natural disasters in any circumstance, but also provides an opportunity for the three sides to step up experience and cultural exchanges, contributing to strengthening the solidarity and trust among them.

Close to 500 military officers from the three countries gathered for the drill which focuses on search and rescue in areas hit by floods and landslides, and where there are collapsed buildings and spills of toxic chemicals.

What Lies Ahead for Cambodia-Laos-Vietnam Trilateral Security Cooperation?
A recent engagement between the three nations shone a spotlight on the intraregional security dynamics in mainland Southeast Asia.

Last month, Cambodia, Laos, and Vietnam carried out the first-ever iteration of a joint rescue drill between them, an exercise that was years in the works. Though the interaction was just one of many developments within the ties between these three mainland Southeast Asian countries, it nonetheless spotlighted ongoing efforts by the three countries to boost trilateral defense cooperation between them, in spite of lingering bilateral challenges and an increasingly complex and contested regional and global environment.

Cambodia, Laos, and Vietnam, three mainland Southeast Asian countries with a complex history and some unresolved border management issues between them, have nonetheless been working through ways to manage shared opportunities and challenges through a range of cooperative mechanisms. While this had initially been shaped through economics-focused mechanisms such as the Cambodia-Laos-Vietnam (CLV) development triangle area, there have also been efforts to build out security cooperation across their militaries as well as other actors including legislatures.

This is occurring amid other evolving dynamics, including China’s increasing defense links with Cambodia, as evidenced by its presence at the country’s Ream Naval Base, and Vietnam’s own efforts to boost security ties with Cambodia and Laos. It is also a case in point regarding how, amid the focus on minilateral mechanisms like the Quad or AUKUS, Southeast Asian states themselves have also tried to develop various security configurations of their own in order to advance their own interests.

Last month, this manifested with the holding of the first-ever joint rescue drill of its kind between the three countries. The drill in question, which took place in Naxaithong district in Laos’ Vientiane prefecture, had been an outcome of the Cambodia-Laos-Vietnam defense ministers’ meeting that was held in Hanoi back in 2019, where the respective countries all agreed to organize a series of interactions and activities to boost their security ties. Per The Vientiane Times, the exercise saw the participation of nearly 500 troops from the three militaries, with personnel performing search and rescue work pertaining to floods, landslides, and collapsed construction with toxic chemicals. The closing ceremony of the exercise was attended by the defense ministers of the three countries and the hosting leader, Lao President Thongloun Sisoulith, and participants were able to watch a demonstration and visit a simulated field hospital.
