It’s all in the methodology. Take ‘Limits on content’, for example.
For example US doesn’t allow kiddie porn, which could then be interpreted as a limit on content.
Morality aside, it’s how the methodology is used to define internet freedom and what a society determines what should and shouldn’t be appropriate.
These are my opinions, or course.
