Prolonged Covid-19 pandemic and the hosting of ASEAN Summit in November are the main factors that the Royal Government of Cambodia decided to cancel the celebration of annual Water Festival in November this year, Samdech Akka Moha Sena Padei Techo HE, Prime Minister of the Kingdom of Cambodia said on Thursday.
In a voice message to his compatriots, Samdech Techo HE said that the cancellation of the Water Festival is aimed to prevent the community outbreak of Covid-19 during the huge gathering during the festival.
Official visits of leaders of China, Vietnam, the Philippines, and Brunei, the organisation of ASEAN Summit, as well as the Independence Day celebration in November are the main factors behind the festival cancellation, he said, stressing that the events need high security.

In Battambang this year, the provincial hall will celebrate the festivities on October 9-10 along the Sangker River.
Regarding the ban, it said in an October 5 notice that the decision followed a meeting with the provincial Department of Cults and Religion, explaining that it is because many visitors are expected, with loud music and alcohol widely available.
“If they are seen there, their actions and images will undermine the values of Buddhism, the dignity of monks and the dharma discipline and may impact on religious beliefs, as well as cause resentment among Buddhists,” it added.
Venerable Hak Shenghai – an adviser to the National Council for the Khmer Language at the Royal Academy of Cambodia and executive director of the Buddhist Organisation for the Education of Cambodia – supported the instructions.
“This is to keep order during a large festival. Many people come to visit just for fun, and it would be inappropriate for monks to walk about like tourists in a crowded place. It would not look right in the eyes of Buddhists,” he said.
He added that there are other places monks should not go, including places where people eat, drink and dance.
“Generally at the Water Festival, all of these things take place. Thus, it is not an appropriate place for monks,” he added.

Cambodia Breaking News: The Ministry of Labor and Vocational Training has announced that workers under the Labor Law will be given three days' paid leave to celebrate the Royal Water Festival, float lanterns and worship the moon at the beginning of next month. .

Heightened Security at Takhmao City Water Festival Due to a Visit by the PM
Cambodia News, (Kandal province):Mr. Nop Dara, Deputy Governor of Kandal Province, accompanied by Major General Chhoeun Socheat, Kandal Provincial Police Commissioner, on the morning of October 30, 2022, led several armed forces to organize law and order at the riverside area of Takhmao City for the safety of citizens during the Water Festival celebrations.
During the Water Festival in Takhmao City, a total of 92 boats were registered to participate in the races. A total of 1,500 armed forces of the three types are being deployed to protect the safety of citizens and leaders, particularly on the evening of October 30, 2022, when Samdech Techo HE, Prime Minister of Cambodia, will attend the boat races on the Takhmao waterfront.

Cambodian PM Announces to Resume Water Festival Celebration This Year
Phnom Penh, June 30, 2023 --
Samdech Akka Moha Sena Padei Techo HE, Prime Minister of the Kingdom of Cambodia, this morning announced to resume the celebration of Water Festival this year.
“Two major festivals at the end of this year must be organised solemnly, i.e. the 70th anniversary of National Independence Day and the Water Festival,” said the Premier while holding a get-together with nearly 7,000 factory workers and employees in Pursat province this morning.
The annual Water Festival was postponed in 2020 and 2021 due to the COVID-19 outbreak and in 2022, the celebration was suspended at the national level as Cambodia was hosting the ASEAN Summit and Related Summits.
“This year, the SEA Games-ASEAN Para Games and Angkor Sankranta were held solemnly, and there will also be grand observance of the National Independence Day and Water Festival,” Samdech Techo HE underlined.
The three-day Water Festival is one of the most joyful festivals in Cambodia. People across the country flock to Phnom Penh capital to enjoy the festival’s three main events: boat racing, Loy Pratip (the display of decorative lighted boats from different public institutions), Sampeas Preah Khe (Moon Festival) and Ok Ambok (a type of glutinous rice roasted and crushed with pestle eaten with banana or coconut juice).
