"Lost" or Escaped ? What to Do with Eagle Found in Kampot ?
KAMPOT: Lost Eagle Found
Today on social media: This photo was posted along with a message saying that this eagle has been found in Kampot, asking for the "owner" to contact the poster.
It seems likely that it is illegal to keep this bird in captivity. Does anyone know what sort of bird it is, whether it is protected, and who is the best person or organization to contact in this case ?

It looks like a Changeable Hawk Eagle, it’s certainly dressed for falconry, with Aylmeri, jesses and leash.
I doubt it was held legally, but I’m not sure regarding falconry laws/regulations here.
