Authorities Warn of Flooding from Incoming Thai Rains

Cambodia News (Banteay Meanchey) On 3 August 2022, Poipet City Authority published a notice warning citizens to be more cautious of incoming rain from Thailand due to fall along the Cambodian-Thai border stream, crossing the border of Toul Pong Commune, Malai District and O'Khai Don, Sok San Village, Sangkat Nimit, Poipet City Banteay Meanchey Province.

People in this area have begun to evacuate to safety. Mr. Keat Hul says that although no rain has flooded people's homes yet, since received information from the governor of Sa Kaeo province, Thailand he has warned residents to be ready. Keat Hul also called on people along the areas above to be extremely careful during flooding season, especially watching out for flash floods where there is the risk of children drowning.

Floods submerge part of Siem Reap following heavy rains

A rain that lasted for three hours in Siem Reap caused parts of the province to be inundated and left families facing travel difficulties.

Residents of flooded streets in Sala Kamroeuk commune had to walk and drive through flooded streets after an extended period of rain. Residents blamed the flooding on improper installment of drainage system and said that some homes did not follow regulations set by the commune hall.

Authorities have also said that the flooding is also caused by careless littering. According to the authorities, residents littered streets with trash, causing it to block the sewers and manholes.

This is a fairly obvious problem whenever it starts flooding in Toul Sangke. There’s loads of loose garbage that’s just bobbing about, which eventually goes back into the drains, whether it came from there in the first place or not.
Wading through flood waters warrants a damned good scrubbing afterwards.

Cambodia News, (Preah Vihear): On August 21, 2022, under the guidance of Major General Duong Samneang, Commander of the 7th Intervention Brigade, Major General Keut Noeun, Deputy Chief of Staff of the Brigade led army forces to assist the population. A total of 86 officers intervened to help the flooded inhabitants in Sen Chey and Boss Sbov villages in Choam Ksan district, Preah Vihear province.

Half of Cambodian Provinces to Face Flash Floods
AKP Phnom Penh, September 03, 2022 --
Half of the 24 provinces in Cambodia are likely to be at high risk of flash floods due to possible heavy continuous rainfall across the country from Sept. 5 to 9.

The alert was made by the Ministry of Water Resources and Meteorology (MOWRAM) in an announcement released yesterday evening.

The affected provinces would be Preah Vihear, Rattanakiri, Kampong Thom, Oddar Meanchey, Banteay Meanchey, Battambang, Siem Reap, Pailin, Pursat, Kampong Speu, Koh Kong, and Preah Sihanouk, it pointed out.

MOWRAM thus called on relevant ministries and institutions, local authorities and the public to increase their vigilance against thunder, lightning, gusts and rising water level.

37 Houses Flooded in Kampong Speu

Cambodia News (Kampong Speu): On 14 September 2022, HE Vy Samnang, Governor of Kampong Speu Province, led a working group to inspect the situation regarding the flooding in in Preah Nipvan commune, Kong Pisey district, in which 37 houses were flooded.

According to the forecast of the Department of Water Resources, it is predicted that the district will further face heavy rainfall on the 21st and 27th of September 2022. The Governor called on residents to please pay close attention to the possible consequences, and he also called on authorities at all levels to make preparations and find a safe place for continual vaccine administration, storage of rice, be ready to evacuate people affected by the floods to safety and to distribute seeds to them.

TYPHOON ALERT: Heavy Rainfall
Cambodia News On 24 September 2022, the Ministry of Water Resources and Meteorology released a statement announcing that due to the magnitude of the impact brought about by the 16th typhoon NORU, which originated in the east of the Philippines and the declining protracted low-pressure system (ITCZ) over northern Cambodia, it is forecasted that on 27 September 2022, the NORU will develop into Typhoon TY as it approaches the central coast of Vietnam.

The typhoon will have passed through Vietnam and the Mekong Basin, into Laos and Thailand between 28-30 September 2022, gradually weakening to TS, TD and low pressure. At the same time, from 27 to 29 September 2022, the southwest moderate monsoon will intensify over the coastal area.

These events will cause the provinces in the northwest of the Kingdom of Cambodia to experience excessive rainfall which could cause floods and cause waterways to have flash floods between 27 to 30 September 2022. Provinces which may be affected inlcude Oddar Meanchey, Preah Vihear, Ratanakkiri, Siem Reap, Banteay Meanchey, Pailin, Battambang and Pursat provinces. Other provinces and Phnom Penh will receive light to moderate rainfall, except for the coastal provinces of Koh Kong and Sihanoukville, which will also receive heavy rainfall. There will be heavy rain on the sea surface, strong winds, and high waves.

Meanwhile, more rain will continue to fall in the catchment area of the Mekong River Basin, which could cause the water level of the Mekong River to rise continuously.
The Ministry reminds all authorities and the public to increase vigilance.

Attention: Typhoon Noru is expected to make landfall tomorrow morning (28 September) in Vietnam and will pass north of Cambodia through Laos to Thailand. Heavy rains and possible flooding in the northern provinces is therefore expected over the next few days.

HANOI, Sept 27 (Reuters) - Vietnam closed airports, announced curfews and urged thousands more people evacuate on Tuesday as intensifying Typhoon Noru barrelled towards the country, two days after causing at least eight deaths and widespread flooding in the Philippines.

Hundreds of flights in Vietnam were cancelled and thousands of people started to evacuate their homes in central provinces, in anticipation of one of the most powerful storms to hit the country in 20 years.

Wind speeds could reach 183 km (113.71 miles) per hour late on Tuesday, the meteorological agency said, adding that Noru was expected to make landfall on Wednesday before weakening and heading to Thailand.

About 270,000 military personnel were placed on standby in Vietnam, as Prime Minister Pham Minh Chinh urged authorities to expedite preparations.

"We don't have much time left. The storm is intensifying so our responses must be stronger and faster," he told an emergency meeting on Tuesday.

Authorities were racing to secure the country's coffee growing areas north of the Central Highlands region ahead of a typhoon the meteorological agency said was packing wind speeds of 134 kph to 149 kph early on Tuesday.
"The storm is so strong that we've started feeling the impact even when it has not made landfall yet," Mai Van Khiem, chief of Vietnam's weather agency said, adding the most dangerous time would be a 10-12 hour period from late Tuesday.
