Free 1 month trial of Phnom Penh-Sihanoukville Expressway in October
The Ministry of Public Works and Transport has announced that the Phnom Penh-Sihanoukville Expressway will be free to use for one month from 1st to October 31st, 2022.

The Ministry of Public Works and Transport (MPWT) and investment companies have decided to allow motorists to use the expressway free of charge for 1 month from October 1 to 31, 2022.
Vehicles allowed for use on the highway include: All types of vehicles with a maximum speed of more than 70 km / h (factory setting) and motorcycles with a cylinder capacity of 500cc or more.

Is it an optical illusion, or do those barriers look very low to the ground?
With all these high sided vehicles it looks like the barriers would barely be above wheel height.

Expressway Residents Cut Fence to Sell Food to Motorists

Final checks ahead of Saturday’s Phnom Penh-Sihanoukville expressway opening have found residents cutting barbed wire fencing so they can graze cows by the road and sell food to motorists, the Transport Ministry said.
The $2-billion, 190-km expressway, under construction since March 2019, is due to open Saturday with the first month toll-free.
However, Pal Chandara, spokesperson for the Transport Ministry, said on Thursday that some residents had been cutting the fencing set up to prevent animals from wandering into the expressway area.
He would not say in how many places the fence had been cut, but said the residents had several reasons for doing so.
Some wanted to be able to walk across the expressway in places where an underpass was far away, while others wanted to graze cows and buffaloes by the road. Others wanted to sell food on the roadside, Chandara said.
“They are not supposed to cross the road. It’s an expressway. So the cars can’t slow down,” he said. “We have pointed out crossings for them. It’s a bit far from their home and they want a quicker way to cross the road.”

Cambodia News, Phnom Penh: The Ministry of Public Works and Transport on the afternoon of September 29, 2022, confirmed that for the preparation of the free trial operation of the upcoming Phnom Penh-Preah Sihanouk Expressway, they would like to remind the public to cooperate in not allowing any domestic or farm animals to walk on, near, or cross the expressway road (Article 3 of the Road Traffic Act).
This act may cause harm to drivers and property (vehicles and animals), and any animal owners shall be liable to compensate damages incurred to others by the animals they possess (Article 20 of the Cultural Code, 2006).
The expressway road between Phnom Penh and Preah Sihanouk has 601 underground road and 60 overpass bridges to assist citizens, in case they need to go to the other side without affecting traffic on the highway, and it has a safety fence that prevents pedestrians, animals, or other crossings.
However, in the past, this fence has been cut in many places for local people to enter without permission, and the Ministry of Public Works and Transport, police authorities and construction companies have complained about this.

The minimum speed limit on the expressway is 60km per hour.
According to the Ministry of Public Works and Transport, the minimum and maximum speeds for the expressway are set as follows:
-Speed 60 - 120km / h Family cars/ light vehicles.
-Speed 60 - 100km / h Heavy vehicles without semi-trailers, buses, or motorcycles 500cc / 27kW and up.
