Does anyone know where I can change euro to riel, and if so, where can I get the best rate? In PP or Kampot....

As a guide, please look at EUR to KHR on today's ABA exchange rates.

IMO, the better Xrate is probably in Phnom Penh rather than at Kampot and for large denomination EUR notes in mint/near mint condition.
