ish... planning on renting a car to drive the mae hong son loop in a few week, feels like BS if i have n international drivers licence n still get fined.

I've most likely driven over 1/2 million kms all over thailand and the ONLY times i have been stopped were once in Bangkok
and a few times in Phuket
i'd not worry about it...
FYI: if u have an idp you wont be fined if stopped , even in Phuket
If im were you i'd rent a car in Bangkok and drive up thru Nakorn Sawan-Trat-Mae sot- along the Burmese border to Mae Sarang- MHS-Pai- CM Give it 5 -7 days...
and if you have the time theres some great routes further north

the back /3rd road is nice, when i lived in Patong last, it was partial dirt!! for fun we would sit outside our homes watching cars get stuck during the rainy season
there is usually a few around late at night as well
road north to the airport is a nicer drive
BUT if ur heading south take in the karon/kata overlook point an big buddha, Promthep Cape and than lunch or dinner at Kan Eang, ( best seafood on the island) on the water in chalong
