Indeed. I still don't see any specific reasoning. My wife reckons they just don't want to pay for it.

Let's face it, the Kingdom of Wonder, could be lots of reasons why it's been cancelled.
Always "hope" but never "expect".

My guess is that it's way too close to the ASEAN conference that starts on the 10th.

Sure, the 340+ people who died in the bridge disaster in 2010 made them rethink the whole way the festival was done.

Water festival 2017
It was interesting for my wife, because she doesn't have that back in her island, as the closest sea coast is not calm enough; for me because although we do have the perfect river for that in my area, we don't have any celebration of any sorts (although we do benefit a lot from that river), and for our kid, because you know, colorful boats, merry races...
It's good to know water is celebrated, because it's becoming scarce in some places. Holy water here and there...

All Public and Private Schools in Phnom Penh to be Temporarily Closed in Mid-November
AKP Phnom Penh, September 13, 2022 --
The Ministry of Education, Youth and Sports has announced to temporary close all public and private schools in Phnom Penh for three days, from Nov. 10 to 12, 2022.

In its announcement released yesterday evening, the ministry explained that the temporary school closure in Phnom Penh is aimed to reduce traffic jams and disturbance to Phnom Penh residents as well as to facilitate the convoys of delegates attending the 40th and 41st ASEAN Summits.
As the rotating Chair of ASEAN, Cambodia is going to host the 40th and 41st ASEAN Summits and Related Summits from Nov. 10 to 13, 2022.

CEO News: In addition, it has been officially announced that the November High School Exam will now be held in December (due to the Water Festival and the ASEAN summit.)

This Year's High School Exam Postponed to Early December
AKP Phnom Penh, September 13, 2022 --
The high school exam for the academic year 2021-2022, previously scheduled for Nov. 14-15, and then delayed to Nov. 21-22, was once again postponed to early December.

The delay was announced in a statement of the Ministry of Education, Youth and Sports signed today by H.E. Minister Dr. Hang Choun Naron.

To avoid any disruptions to the 40th and 41st ASEAN Summits and Related Summits, the Water Festival and the 3rd National Games to be all held in November, as well as to give more time for the candidates to be ready for their exam, the ministry has decided to reschedule the high school exam to Dec. 5-6, 2022, the source explained.

PM: Prolonged Covid-19 Pandemic, ASEAN Summit, Major Reasons Behind Cancellation of Water Festival Celebration
AKP Phnom Penh, September 15, 2022 --

Prolonged Covid-19 pandemic and the hosting of ASEAN Summit in November are the main factors that the Royal Government of Cambodia decided to cancel the celebration of annual Water Festival in November this year, Samdech Akka Moha Sena Padei Techo HE, Prime Minister of the Kingdom of Cambodia said on Thursday.

In a voice message to his compatriots, Samdech Techo HE said that the cancellation of the Water Festival is aimed to prevent the community outbreak of Covid-19 during the huge gathering during the festival.

Official visits of leaders of China, Vietnam, the Philippines, and Brunei, the organisation of ASEAN Summit, as well as the Independence Day celebration in November are the main factors behind the festival cancellation, he said, stressing that the events need high security.
