From the governments' point of view, it makes sense to introduce these schemes, especially if your neighbouring countries have introduced one - you don't want to miss out on the potential. They don't cost a lot to administer.
But in terms of total spend, the big money comes from the ordinary tourist and long-stayer. And, as has been said, the local small businesses get a bigger share of the spend, compared to the high-rollers who don't tend to eat chicken noodles on the street.
