And give the city police/admin team more to charge the drunken idiots for repairs when said "foreigner" still hits it blind drunk. In fact, they probably ought to just park Roll Royces at the end of each barrier & make an absolute killing on repair bills from our CCP chums!

I think that the driver was Chinese. This used to be their specialty, they just took a break by hitting houses and live targets on the road. But it's possible to be in lane, driving along and next thing there's the end of a barrier coming straight toward you because they made a new lane for people to turn left at a traffic light, at the expense of the left lane in opposite direction
If they were central to the streets, as they used mainly be, there would be less cars hitting them head on
How do you deal with people walking across the street, other vehicles driving, and parked cars? All of moving, all at once. Must really stress you out.

Barriers are moved frequently without thought to safety or much oversight - that's my point

The facts as reported here are strangely common for Chinese, in virtually all of the recent similar occurrences, with one exception. Normally, the drivers don't get injured. Cambodia News, (Phnom Penh): A foreign man, suspected of being drunk, was flying along at high speed in his Camry car when he hit a rock barrier in the middle of the road, crushing the car and injuring the driver.
The accident happened at 3:00am on July 27, 2022, along Monivong Street, corner of Street 360 in Sangkat Boeung Keng Kang III, Khan Boeung Keng Kang, Phnom Penh.
According to sources at the scene, a foreigner, possibly a Chinese or Taiwanese national, was driving a sugar-colored Camry Hybrid (with license plate Phnom Penh 2BI-4127) along Monivong Blvd. fast and furiously, when he hit the road divider at full speed. No other vehicles were involved in the accident.
However, the front of the car was almost completely damaged, and the driver was seriously injured and was taken to the hospital by ambulance immediately.

My guess is this was a guy or a girl with skinny legs... Anyone with legs thicker than let's say 4 inch would have had trouble to get out of this mess unharmed, unless he or she was squatting on the driver's chair of course.
