Money changers will take it, less 10% or more, depending on the note's condition. Serial numbers must be complete and legible. I recommend going to the one at Street 63 corner of Street 242 (on street 61 near the intersection). The owner exchanged my old USD notes for new ones. The shop has a see-through display case of tattered notes of varying quality.

I believe they are taken to the US by a relative of the money changer or a wholesale buyer of such notes and exchanged for new notes at the Federal Reserve Bank.
