PHNOM PENH, Jan. 2 (Xinhua): The number of people arrested in Cambodia for allegedly involving in illicit drugs declined in 2021, while the number of drugs seized increased sharply, the country's anti-drug department reported on Sunday.
The authorities had detained 13,765 drug-related suspects in 6,242 cases last year, down 34 per cent and 39 per cent respectively compared to a year earlier, the report said.
A total of 8,558 people were arrested for trafficking, storing or manufacturing drugs and 5,207 were caught for drug use, it said, adding that 362 of them were foreigners in 13 nationalities.
"A total of 4,435 kilogrammes of drugs had been confiscated from them in 2021," the report said.
The drugs included heroin, ecstasy, cocaine, crystal methamphetamine, methamphetamine pills, cathinone and ketamine, among others.
In 2020, only 3,251 kg of drugs had been seized, the report said.
The southeast Asian nation has no death sentence for illicit drug traffickers. Under its law, those found guilty of trafficking more than 80 grams of illicit drugs could be imprisoned for life. - Xinhua

The International Day Against Drug Abuse and Trafficking falls on June 26 every year.
Over 3,000 officials from the public and private sectors attended the event held under the theme “Solving Drug Problems Amid Public Health and Humanitarian Crisis” at Koh Pich in Phnom Penh yesterday.
In a symbolic act, Kheng set six tonnes of narcotics on fire at an open space in the venue, which according to statistics of the Anti-Drug Committee, is only a small fraction of the 90 tonnes of drug confiscated from 55 cases in 2021 alone.
While addressing the crowd, the Interior Minister said the drug issue is in a critical stage, impacting all sectors of the society in the Kingdom.
“To make it worse, the government and the public are having a full plate of issues like Covid-19 pandemic, geo-political confrontation between superpowers and the ongoing (Ukraine) war. In this scenario, the drug issue has become less important, opening up the door for criminals to increase their activities, including growing, producing, transporting and smuggling narcotics and chemical substances used to produce them,” Kheng said.
The Minister reminded, “Fewer anti-drug operations will also bring down the number of awareness campaigns that will indirectly encourage people, especially the youth, to fall into addiction as well as poor rehabilitation efforts that will enable victims to resume consumption of drugs.”
Kheng added that international drug gangs have even found bases in Cambodia to produce drugs and export to the neighbouring countries. For example, Cambodian police had cracked down on 10,461 of such cases in 2020 and 6,308 cases last year, resulting in the arrests of 21,566 and 13,779 suspects respectively.
“The amount of drug confiscated in the past two years, amid the Covid-19 pandemic, have notably increased, compared to the post-pandemic period,” he said.
As an effective response to the crisis, Kheng said all stakeholders must join hands to combat the menace, starting from the most basic level.
“Engaging parents and guardians in combating drugs is crucial, as they are the very first people who come to know about the drug abuse of their children,” he said.
“Therefore, all the city, provincial drug control committees must strengthen the mechanisms at the local level, especially in neighbouring villages, communes and districts, and work with them every day to pay attention and act more actively and consistently against the drug offences.”
Kheng added that regarding the gangs producing drugs in Cambodia with locally-produced and imported raw materials, there should be governing bodies to manage the issue.
“Prime Minister HE had discussed this issue with relevant ministries and institutions, especially with the Ministry of Industry and Handicrafts and the Ministry of Justice. All agreed to have a committee or working group to establish a clear legal framework for managing activities related to chemical compounds, including legitimate supply lines, and preventing any attempt to divert chemical substances into illegal drugs,” he said.
The Interior Minister added that apart from combating the source of the drugs, clear and working mechanisms need to be in place to improve the rehabilitation of drug victims, including the ones designed to facilitate, support, encourage and motivate drug addicts to receive treatment and rehabilitation services.
“The Committee on Drug Treatment and Rehabilitation should increase its activities in guiding and orienting, including, preparing key relevant documents as well as monitoring and evaluating the centres,” he said.
“Strengthening this mechanism will not only raise awareness among the [victims] to find access to rehabilitation but also help prevent trafficking when they are integrated into the community or into the family.”
Meanwhile, the number of people arrested for being involved in drug related crimes has decreased in the first quarter of 2022, but the number of drugs seized has increased dramatically, according to the Anti-Drug Police Department.

Cambodian police has confiscated over 7 tonnes of illicit drug during the COVID-19 spread in the country.
The update was shared by Deputy Prime Minister and Minister of Interior Samdech Krolahom Sar Kheng when chairing "International Day Against Drug Abuse and Illicit Trafficking" on June 26.
Of the figure, over 3 tonnes of illicit drug were cracked down in 2020, and 4 tonnes in 2021, continued Samdech Krolahom Sar Kheng.
In 2020, competent authorities intervened 10,461 cases of illicit drug crimes, and other 6,308 cases in 2021, underlined the deputy prime minister.

Cambodia News, Phnom Penh: As of 30 June 2022, Cambodia police reported the arrests of 46 suspects (including 5 females) in a nationwide crack down operation on drug crimes in 16 locations across the country. Please say no to drugs!

TEMPO.CO, Phnom Penh - Cambodia has seen a spike in both drug arrests and seizures during the first half (H1) of 2022, said an Anti-Drug Police Department (ADP) report on Saturday, July 2.
The authorities had nabbed 7,654 drug-related suspects during the January-June period this year, up 5.4 percent from 7,259 over the same period last year, the report said, adding that some 3.12 tons of illicit drugs had been seized, up 3.7 times from 850 kg.
The seized drugs this year included heroin, ecstasy, cocaine, crystal methamphetamine, methamphetamine pills, cathinone and ketamine, among others.
According to the report, some 185 tons of drug ingredients, 16 pistols, 23 rifles, 67 cars, 686 motorbikes, 2,653 telephones, 189 scales, and some money had also been confiscated from the suspects during the H1 of this year.
