I'm sure it would be possible. I'd advise against it though.

A guy I knew hacked his ex-girlfriend's social media. It wasn't IG but still, he said at the time it wasn't difficult (he was a tech geek) and he was planning on hacking into the rest of her online life.

Not long after that she showed up at his home with her new boyfriend who threatened to smash his face in and the ex told him if he didn't give her back her password and get out of her life his next conversation would be with the police, and the new boyfriend would be back to follow up on his threat.

As Kenr said, made by man, hackable by same. As far as paying him (girls aren't that stupid) goes, just tell him how much to take.
