Without knowing the answer to your question, I am pretty certain that any half awake tuk tuk driver will know where to take you if a fare were potentially in the offering. So suggest you ask a tuk tuk driver.

at the post office there are the post-mini-busses, good service, good drivers and cheap as hell, paid 8 US to PP in 2018 and they run on time !! Ooh, yes, and they stop in PP at he post office close to Oscars at 104 !!

Do they also return back to Siem Reap from the Phnom Penh location.

Yesyes, same locations, i went some days before leaving PP to the post-office to buy a ticket and you can point the seat you want to, they always go from post-office to post-office. Take also some small packs which they sometimes deliver on the road, nut they run on time. They count 6 hours for the drive with the compulsary stop in Kampong Thom Arunreas restaurant, and the post-office there is next door. Took them 2 times and where always on time, nice young toyota vans with aircon and wifi !!

The share taxi departure point in SR for PP is Route 6, past phsar leur, on the corner in front of the Larryta Express office.
