The Khmer Times says that his name is Jon Jeon Love.

A 53-year-old British man was arrested on Wednesday afternoon for allegedly setting a woman’s house aflame in Siem Reap province.
Provincial police officer Neang Seng identified the suspect as Jon Jeon Love, a British tourist. The homeowner was identified as Oum Tha, 54, a grocery vendor living in Siem Reap city’s Sala Kamroeuk village.
Mr Seng said the suspect stayed alone in a room he had rented from Ms Tha on February 1.
He added that on Wednesday afternoon at about 3.30pm, he set the room on fire, causing total destruction.
“According to a police investigation, the suspect was using drugs. He lost his mind and burned his rental room,” he said.
“The fire burned his room and the entire house,” he said. “It completely destroyed everything.”
Mr Seng said that according to the police report, damage to Ms Tha’s house and property amounted to more than $20,000.
He added the suspect was preliminarily charged with intentionally causing damage and faces from six months to two years in prison if found guilty.
He was sent to provincial police headquarters for document preparation and will be sent to the provincial court for questioning today, according to Mr Seng.

But I suspect he is Jon Leon Love, born in October 1965 and a former rail safety consultant who once had an office at 8 10 Buckhurst Road, Bexhill-on-sea, East Sussex.
