Cambodian Cassava Production (Updated)

Cassava down in 2018-2019
08 Feb 2019
The cassava yield in the provinces bordering Thailand saw a decrease in the 2018-2019 season, with a slight fluctuation in prices, said provincial agricultural authorities.

Battambang provincial Department of Commerce director Kim Hout said the decline in cultivation was due to a large number of farmers shifting to other crops, such as corn to adjust to market trends.

“Normally, farmers switch [crops according] to market prices. When the price of cassava is high, they grow cassava and when the price of red corn is high, they that,” he said, adding that because of the high price of corn last year, farmers allotted more of their land to grow corn, thus reducing cassava production.

Hout said about 20-30 per cent of farmers are currently allocating their land for long-term crops such as longan and mangoes.

Hout said about 80 per cent of Battambang province’s cassava is exported to Thailand, while another 20 per cent is sold to Vietnam by traders.

For the 2018-2019 harvest season, Battambang province harvested more than two million tonnes of cassava, while in the 2017-2018 season nearly five million tonnes were harvested, according to the provincial Department of Domestic Trade’s data.

Provincial Department of Agriculture figures shows that during the season, the province had 113,498ha of cassava cultivation area.

Data shows that fresh cassava was sold at an average price of 270 riel ($0.067) per kg while dry cassava went for 650 riel, which is similar to 2017 prices. “As yields fall, the price slightly increases compared to last year,” Hout said.

Tracking The Spread Of Cassava Mosaic Virus
The Sri Lankan cassava mosaic virus threatens 3.5 million hectares of crops in Southeast Asia, highlighting the need for disease-resistant varieties, say researchers.

AsianScientist (Mar. 11, 2019) – An international team of researchers has documented the spread of the Sri Lankan cassava mosaic virus (SLCMV) over a single growing season to inform disease control measures. Their findings are published in PLOS ONE.
In 2015, news that the potentially harvest-devastating Sri Lankan cassava mosaic virus (SLCMV) was spreading in Cambodia raised alarm. Since then, containment measures have not improved due to difficulties in detecting the virus, demonstrating the virus’ potential to become a major threat to the livelihoods of millions of smallholder farming families who grow the cash crop on more than 3.5 million hectares in Southeast Asia, generating over US$4 billion of export revenue.

In the present study, researchers led by Assistant Professor Nami Minato at the International Center for Tropical Agriculture, Colombia, recorded how SLCMV spread over a single growing season to obtain a systematic baseline evaluation of SLCMV in Southeast Asia.
The researchers collected some 6,500 samples from 420 fields in Vietnam and Cambodia during the 2016 sampling period, and discovered 49 SLCMV-infected plants across two provinces in Eastern Cambodia.
While this represented only a two percent infection rate, since that time the disease was reported in Vietnam and Thailand, suggesting that SLCMV has taken hold in Southeast Asia. Read more from Asian Scientist Magazine at: https://www.asianscientist.com/2019/03/ ... -research/

The world needs a global system to detect and halt the spread of emerging crop diseases
by International Center for Tropical Agriculture (CIAT)

More than 20 percent of the five staple crops that provide half the globe's caloric intake are lost to pests each year. Climate change and global trade drive the spread, emergence, and re-emergence of crop disease, and containment action is often inefficient, especially in low-income countries. A Global Surveillance System (GSS) to strengthen and interconnect crop biosecurity systems could go a long way to improving global food security, argues a team of experts in the June 28 issue of Science.

"As part of efforts to satisfy global demand for food—which could mean increasing agricultural production by as much as 70 percent by 2050—we need a GSS to reduce food lost to pests," said Mónica Carvajal, a researcher at the International Center for Tropical Agriculture (CIAT) and lead author. "A lot of collaboration and discussion is needed to rapidly take action and avoid outbreaks that could negatively impact food security and trade."

Carvajal and colleagues hope the GSS framework they propose gains traction in 2020, which was designated International Year of Plant Health by the United Nations. The system would prioritize six major food crops—maize, potato, cassava, rice, beans, and wheat—as well as other important food and cash crops that are traded across borders. The GSS proposal is the result of a scientific meeting convened by CIAT and held in 2018 at the Rockefeller Foundation's Bellagio Center in Italy.

In 2015, Cassava Mosaic Disease (CMD) was discovered in Cambodia but the findings were not reported until 2016. By 2018, the disease had spread to Thailand and Vietnam, and is now estimated to be present in 10 percent of the surfaces cultivated in the region, threatening millions of smallholders who cultivate cassava and generate US$4 billion in export revenue.

This year, agricultural authorities from four countries—Cambodia, Thailand, Vietnam, and Lao PDR -supported by research organizations including CIAT, published an emergency control plan for CMD in Southeast Asia.

Carvajal, who studied the CMD outbreak after its initial report, says that a GSS would help expedite action for future outbreaks.

"The question I asked was why does it take so long to respond to crop diseases in some cases?" said Carvajal. "What is the limitation to responding faster from the outset?"

Cassava eyed for boosting Cambodia’s economy, poverty reduction: UN study
Source: Xinhua| 2019-11-01

PHNOM PENH, Nov. 1 (Xinhua) -- Cassava, the second largest agricultural crop in Cambodia after rice, could have substantially social and economic gains if it receives the right level of public commitment and investment, said a United Nations Development Programme (UNDP)’s study released on Friday.

Cassava is both an important export commodity and an input to several industrial processes, the study said, adding that its development offers both output gains and structural benefits to Cambodia’s economy.

The study, titled Making the Case for Investment in Cassava, suggested that compared with other sectors, the returns to an investment program of 294 million U.S. dollars in the cassava sector would outpace livestock and food and tourism sectors.

“It delivers a similar result to investing in rice production,” the study report said. “In real terms, the return is estimated to be around 3 to 1, and in nominal terms, the national economy could enjoy a boost of over 940 million U.S. dollars over 10 years.”

Cambodian Commerce Ministry Secretary of State Mao Thora said the government’s long-term vision is to become the world’s most reliable producer and supplier of cassava.

Good news for Cambodia's cassava farmers; business is picking up.

Cassava exports grow 27 per cent last year
Thou Vireak | Publication date 09 January 2020 | 22:11 ICT
Cambodia exported 3.29 million tonnes of cassava last year, up 27 per cent from 2018’s 2.59 million tonnes, a Ministry of Agriculture, Forestry and Fisheries report said.

Minister of Agriculture, Forestry and Fisheries Veng Sakhon wrote via Facebook that the Kingdom’s export of agricultural products last year reached more than 6.93 million tonnes, which he estimated to be worth more than $1.9 billion.

Battambang provincial Department of Agriculture, Forestry and Fisheries official Heng Seth told The Post on Thursday that cassava was grown on 112,543ha in the province last year, producing more than 2.8 million tonnes.

“Farmers have currently harvested around 40 per cent of total cassava planted. The price of cassava in the province was around 270 riel [6.6 US cents] per kilogramme early this year,” Seth said.

A UN Development Programme report said a public investment package of some $296 million is needed for the development of the Kingdom’s cassava sector, citing a lack of focus on domestic processing.

The report said Cambodia’s main cassava export destinations are Thailand, Vietnam, China, the Netherlands, the Czech Republic, Canada, Italy, India and Pakistan.

Draft Law on National Cassava Policy 2020-2025 Approved
August 14, 2020 --

The Draft Law on National Cassava Policy 2020-2025 was endorsed by the Council of Ministers in a weekly meeting held here this morning under the chairmanship of Prime Minister Samdech Akka Moha Sena Padei Techo HE.

H.E. Phay Siphan, Minister Attached to the Prime Minister and Chairman of the Royal Government Spokesperson Unit, shared the information on his official Facebook page.

According to the same source, the national policy has a clear vision of building a sustainable cassava production base for quality processing to compete on the market. It will make cassava a strategic crop providing substantial income for farmers and a foundation for the development of processing industry in Cambodia.

The National Cassava Policy 2020-2025 is aimed to transform Cambodia into a cassava production, processing and supplying centre with sustainability for the regional and global markets.

To do so, Cambodia will turn family-based into commercial cassava production, support cassava processors and attract more investments, and promote business competitiveness.

Cassava is becoming the second most important crop in Cambodia, after paddy rice. Each year, some US$300 million is invested on cassava cultivation on more than 600,000 hectares of land in 13 provinces.

According to a report of the Ministry of Agriculture, Forestry and Fisheries, in 2019 Cambodia exported over 3.3 million tonnes of cassava (fresh, chips and flour) to foreign markets, up 26.66 percent from the previous year. Fresh cassava and its chips were sold to Thailand and Vietnam while cassava flour was shipped to Vietnam, China, the Netherlands, Czech Republic, Canada, Italy, India and Pakistan.

Cambodia launches policy to boost cassava production, export
Xinhua 15/01/2021 11:41 AM

PHNOM PENH-- Cambodia on Thursday launched a new national cassava policy aiming to boost the production and export of the cash crop.
Launched by the Ministry of Commerce, the Ministry of Agriculture, and the United Nations Development Program (UNDP), the landmark national policy runs until 2025.

The planting, harvesting, processing and export of cassava is key to securing jobs and livelihoods for thousands of Cambodians and is a vital cash crop for farmers, said a joint press statement, adding that Cambodia is the fourth largest cassava producer in Asia and the 10th largest globally.

Over 12 million tons of fresh cassava root was harvested this year and the new policy will boost and diversify its growth and exports in the coming years, the statement said.

"Cassava is key to Cambodia's socioeconomic development and to reap the full rewards in future, we aim to upgrade the value chain by strengthening capacities and moving quickly to secure emerging market opportunities," Commerce Minister Pan Sorasak said.

"The policy will position cassava at the center of our efforts to develop Cambodia's agro-industrial sector and aims to enlarge the economic base to help meet the Royal Government of Cambodia's development goals to 2030 and 2050," he added.

Mam Amnot, secretary of state of the Ministry of Agriculture, said that with the production of 12 million tons per year, cassava is an industrial crop which carries a full potential for farmers' livelihood improvement and export.

The launch of the policy marks the beginning of a new journey in Cambodia's agribusiness development for inclusive growth, poverty reduction and the realization of the government's Industrial Development Policy 2015-2025.

Australia Helping Cambodia Grow Safe, Healthy Cassava
AKP Phnom Penh, May 13, 2022 --
Image
Australia is assisting Cambodia in growing safe and healthy cassava through the Cambodia-Australia Agricultural Value Chain Programme (CAVAC), according to the Australian Embassy in Cambodia.

Mrs. Amber Cenrnovs, First Secretary of the Australia Embassy yesterday joined a visit, led by H.E. Veng Sakhon, Cambodian Minister of Agriculture, Forestry and Fisheries, to Stung Treng province, where CAVAC is working with the Royal Government to increase the number of healthy, fertile and disease-free cassava plants, leading to higher yields and better quality produce.

Cassava is an important crop that thousands of farmers are growing for food, household income and export. But these crops are under threat from a devastating viral disease, Cassava Mosaic Disease (CMD). Cassava plants infected with CMD lose the ability to produce quality roots.

Through CAVAC, Australia has been partnering with Cambodia to respond to the emergence and spread of CMD since 2018 and raise main income for female cassava farmers, it added.

Company aims to increase yields, profit of cassava through partnership with local farmers

A cassava company is aiming to increase its yields and profits through appealing to local farmers and people to cooperate and participate in the cultivation of the root crop, as well as purchasing cassava from farmers.

HLH Agriculture (Cambodia) Co., Ltd aims to work with the local people in Oral District, Kampong Speu to boost production and yield of the district’s cassava crops, as well as export it to domestic and foreign market.

The company spoke with local news on May 28 that the company has invested in 10,000 hectares of land along with a fresh cassava processing plant and has already planted cassava on more than 50 percent of the total area, so the company intends to find additional partners to expand cultivation.

People who want to try their hands at planting cassava on the company’s land but lack the know-how and technical abilities will be assisted by a technical team. Partners will also be allowed to plant other crops.
